PERMIT NOTICE
Notice of Application
Notice is given that Rocklick Environment LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality for three Construction Permits for a Mine Methane Capture Project for new facilities located in Marshall County, WV. The facilities will be located at the 1K-3, 2K-1, and 3K-1 sites of the active Bailey Mine. Each of the three sites will be permitted under three separate permits and will comprise of two systems each.
Two systems at site 1K-3 will be located at 39.890734, -80.600041 in Wolf Run, WV. Two systems at 2K-1 will be located at 39.901683, -80.634472 in New Vrindaban, WV and two systems at 3K-1 will be located at 39.906114, -80.632533 in New Vrindaban, WV.
The purpose of the facilities is to mitigate the greenhouse gases currently emitting from these three wells due to safety measures for mining operations. This environmental action is entirely voluntary and not mandated by any State of Federal requirement. The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: no more than 13.14 tons/year of NOx and 26.28 tons/year of CO for each flare, equating to no more than 26.28 tons/year of NOx and 52.56 tons/year of CO at each site. Please note, the system’s purpose is to reduce an already existing pollutant.
Startup of operation is planned to begin upon permit issuance, on or about the 29th day of January 2024. The first flare to be located at the 1K-3 site with the second and third to follow located at 2K-1 and 3K-1 sites respectively. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
