REQUEST FOR
PROPOSALS TO
PROVIDE PLANNING CONSULTING SERVICES FOR CDBG, HOME, ECONOMIC DEVELOPMENT,
HOUSING AND OTHER COMMUNITY DEVELOPMENT PROGRAMS
The City of Wheeling, West Virginia is seeking proposals from qualified planning and community development consultants to provide professional services in the planning and implementing of the City’s Community Development Block Grant (CDBG) Program, HOME Program, economic development, housing, planning, and other community development activities. The specific services requested by the City of Wheeling are detailed in RFP 2023-1. A copy of this RFP document may be obtained from the City of Wheeling, Department of Economic and Community Development, City-County Building, 1500 Chapline Street, Wheeling, WV 26003, or by calling (304) 234-3701 during normal business hours.
The deadline for submission of proposals is 4:00 P.M. prevailing time, on Thursday December 21, 2023, in the offices of the City of Wheeling, Department of Economic and Community Development, Suite 305, City-County Building, 1500 Chapline Street, Wheeling, WV 26003.
Each proposal will be rated and ranked in accordance with the following criteria:
Qualifications and experience of the Consultants (45 points)
Work Plan (30 points)
Participation by Small Business Firm, Minority Owned Enterprise, Section 3 (Wheeling based) Firm, or Women Owned Enterprise (2.5 points each) (10 points total)
Previous experience/work in the City of Wheeling (5 points)
Rate of Compensation (10 points)
Total Possible Points 100 points = 100 points
