The Office of Environmental Remediation (OER) at the West Virginia Department of Environmental Protection has approved a cleanup method to address environmental conditions at the Former McCombs Auto Service (referred to as the “Site”) under the Uniform Environmental Covenant Act-Leaking Underground Storage Tank Program (UECA-LUST #97-109). The applicant, Martin Newman, has been working with the WVDEP since negotiating a UECA-LUST Agreement on December 28, 2012.
The Site is located at 444 National Road, Wheeling, Ohio County, West Virginia, and is comprised of 0.459 acres of property. A Confirmed Release Notice to Comply was issued by the WVDEP on September 30, 1997. The source of the petroleum hydrocarbon release was from an underground storage tank system that was closed by removal in July 1997. Laboratory analysis of soil and basin water samples collected during closure activities indicated that concentrations of petroleum hydrocarbons exceeded WVDEP action levels.
The cleanup method for this Site included the operation of a vapor-enhanced groundwater extraction system and subsequent groundwater monitoring. A Human Health and Ecological Risk Assessment (HHERA) was performed, and the results concluded that the risk to potential non-residential receptors is acceptable. In order to eliminate future exposure pathways, restrictions for residential development, groundwater use/ extraction, and new construction will be required for the site. On January 30, 2024, a Land Use Covenant (LUC) identifying these institutional controls was executed and approved by the WVDEP. The applicant is currently in the process of preparing a Final Report, documenting that all remediation work is complete.

Site Location: 444 National Road Wheeling, Ohio County, WV
Current Site Use: The Site is currently developed with a two-story block building operating as an automobile repair business. The bottom story of the building contains a garage and office space. A gravel lot is located on the back (southern) portion of the Site.
Contaminants of Concern: Contaminants of concern in groundwater include: lead, benzene, ethylbenzene and methyl tert-butyl ether. The contaminant of concern in surface soil and subsurface soil is lead.
Remediation Standards and Exposure Control Methods: Risk assessment has determined that the risk to potential non-residential receptors is acceptable. No sediments or surface water were present at the Site. An ecological de minimis screening evaluation was prepared as a part of the risk assessment. No further assessment was necessary. Institutional controls prohibit residential land use, the use or extraction of groundwater for any purpose, excavation without a Soil Management Plan, and construction of a building without a sub-slab vapor barrier and/or ventilation system adequate to prevent exposure to vapors in groundwater
Remediation Standards Achieved: Soil and Groundwater: Risk based standards by performing a HHERA and execution of the LUC.
Intended Future Use: The intended future use of Site is non-residential.
