Public Convenience and
Necessity to Construct a
Transmission Project
(Natrium Station Project).
NOTICE OF FILING
On November 22, 2023, the
Companies filed an
application, duly verified, for a Certificate to
construct certain
additions and
improvements to
transmission
infrastructure in Wetzel County,
West Virginia, with the Public Service
Commission of West
Virginia (Commission).
The Companies propose to
make upgrades to the
Natrium
Station, McElroy Station,
Mobay Station, Nauvoo Ridge
Station, and Kammer
Station
and rebuild 2.5 miles of 138-kV transmission line and construct 0.5 mile of new 138-kV
transmission line. The
locations
of the stations are as
follows:

The station is located across the road from AEP’s Mitchell Plant The plant’s address is 8999 Energy Road,

As part of the Natrium Station
expansion project, the
Companies will be
expanding
Natrium Station and
replacing
portions of the existing
transmission lines on eight
circuits beginning inside the
station. Natrium Station is
located approximately nine
miles north of New
Martinsville, WV and
sixteen miles south of Moundsville, WV near the Ohio River, along WV State Route 2, and in an industrial area that
uilds will
consist of a total of
approximately 2 miles of 138kV line and 1.8 miles of 69kV line
and approximately 36
structures. The lines to be
replaced include: the Natrium-PPG 138kV line that will run
approximately 0.1 mile
southwest across WV State
Route 2 and terminate at the customer owned
station; the Natrium-Blue Racer #2 138kV line that will run approximately 0.5 mile northwest of the
station and terminate at a
customer owned station: the Natrium-Sims Run 138kV line
that will run northwest
approximately 0.25 mile
terminating at an existing
transmission line
structure; the Natrium-Air Products-Mobay
69kV line runs along the
southwest side of the
station, crossing WV Route 2, and then goes Southeast for 1 structure; and the Tidd-Natrium 138kV,
Summerfield-Natrium 138kV,
Mobay-Natrium 69kV, and
Moundsville-Natrium 69kV lines will run 0.6 mile up the hill
northeast of the station and
terminate at new
transmission
line structures.
The application is on file with
and available for public
inspection at the Public Service
Commission, 201 Brooks
Street, in Charleston, West
Virginia.
The Companies estimate that
construction will cost
approximately $44 million. The Companies intend to finance
construction of the Project
using the AEP Money Pool as approved by the Commission in Case No. 10-0577-E-PC, and
any additional financing
vehicles for which the
Companies may seek
Commission approval, as
required.
Anyone desiring to protest or
intervene should file a written
protest or request to
intervene
within thirty (30) days
following the date of this publication
unless otherwise modified by
Commission order. Failure to
timely protest or request to
intervene can affect your right
to protest aspects of this
certificate case, including any associated rate
increases, or to
participate in future
proceedings. All protests or
requests to intervene should
briefly state the reason for the protest or request to intervene.
Requests to intervene must
comply with the rules on
intervention set forth in the
Commission’s Rules of Practice and Procedure. All protests and requests to intervene should be

In the absence of
substantial
protest received within thirty
(30) days of this
publication,
the Commission may waive
formal hearing and grant the
application based on the
Commission’s review of the
