ENGINEERING
SERVICES
The Housing Authority of the City of Moundsville is requesting qualified Architect/Engineers who are currently registered in the State of West Virginia to submit Statement of Qualifications to provide design and construction services for our Capital Fund Program.
Any Architectural/ Engineering Firm interested must submit qualifications to: Shannon Marshall, Executive Director, Moundsville Housing Authority, 501 Tenth Street, Moundsville, WV 26041, by 2:00 pm local time Monday, July 1, 2024 . The contract being considered will be awarded for our 2024 Capital Fund Program and may be extended for a period of two to five years. To be considered responsive the Statement of Qualifications must include the following:
1. Evidence of the architect/engineer’s or firm’s ability to perform the work as indicated by profiles of the principals’ and staffs’ professional and technical competence and experience.
2. Capability to provide professional services in a timely manner.
3. Written documentation of the Firm’s Current WV license, and a copy of the Errors and Omissions Insurance.
4. Past projects/areas of expertise on which the firm has performed work or had experience during the past three years. Include the project name, contact person, and a cost estimate for each project.
5. A certified statement that the architect/engineer firm is not debarred, suspended or otherwise prohibited from professional practice by State, Federal and local agencies.
Scope of Work
1. A&E services will include design, construction, preparing bid & contract documents (in compliance with HUD forms and regulations).
2. Required participation in bid openings, and contract signings.
3. Monitoring and inspection of work to ensure compliance with plans and specs.
Attention is directed to the fact that the proposed projects are funded by the US Dept of HUD and all work performed must be in accordance with the Public Housing Comprehensive Improvement Assistance Program Handbook, the Public Housing Modernization Standards Handbook, and applicable building codes.
Respondent’s proposals will be evaluated, and the firm who meets all of our qualifications will be asked to negotiate a cost and contract. The goal of the qualification base selection is to objectively select the firm who will provide the highest quality of service at a realistic fee.
