Sealed bids will be received at the Village of Clearview’s office, 166 Clearview Avenue, Wheeling, WV 26003 until 11:00 A.M., Prevailing Time on Tuesday, September 17, 2024, at which time the bids will be publicly opened and read aloud for the following Contract. Bids will be received during standard office hours, Monday through Wednesday from 9:00 AM until 12:00 Noon. Bids are not permitted to be faxed or e-mailed.
RADCLIFFE ROAD
SANITARY SEWER REPAIR
Under this Contract, the Contractor shall furnish all materials, equipment, supplies and labor required for:
The Radcliffe Road Sewer Repair Project which includes the installation of 6″ and 8″ PVC Sewer Pipe utilizing fold and form trenchless technology for approximately 2,650 LF and other work as indicated by the Contract Specifications.

In-person pick-ups will not be permitted.
Bidding Documents, which include Specifications and Drawings, must be obtained from the Issuing Office during the hours indicated above. Bidders must obtain bidding documents from the Issuing Office to be eligible to bid. Partial sets of Bidding Documents will not be available from the Issuing Office.
Perspective Bidders may view the bid documents at the Village of Clearview office during standard office hours, Monday through Wednesday from 9:00 AM until 12:00 Noon.
Electronic versions of the Bidding Documents are available for the non-refundable fee of fifty-three dollars and 50 cents ($53.50), which price includes 7% State and Municipal Sales Tax. Upon issuing Office’s receipt of payment a link and password will be emailed to the Contractor for access. To access the electronic format, the bidder must have a valid email address and internet connection.
Printed Bidding Documents may be obtained from the Issuing Office via UPS delivery only. Printed versions of the Bidding Documents are available for the non-refundable fee of one hundred seven dollars ($107.00), which price includes 7% State and Municipal Sales Tax for each set, plus a non-refundable $10.00 mailing fee. Checks shall be payable to “The EADS Group, Inc.”. Upon issuing Office’s receipt of payment, printed Bidding Documents will be sent. The date that the Bidding Documents are transmitted by the issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.
A certified check, payable to the Owner, or a satisfactory Bid Bond executed by the Bidder and a Surety Company, in an amount equal to ten percent (10%) of the bid, shall be submitted with each bid.
A non-mandatory pre-bid conference will be held at the project site at 10:00 AM on Thursday, September 5, 2024.
The successful Bidder will be required to furnish satisfactory Performance and Payment Bonds. The Owner reserves the right to increase/decrease item quantities up to twenty percent without negotiation of unit prices in the event that budget constraints so dictate. The Owner reserves the right to reject any or all of the bids, or to waive any errors, omissions, defects, or informalities, and to award the contract as may be deemed in the best interest of the Owner. Bidders may not withdrawal their bids for a period of Ninety (90) days after the bids are opened. The successful Bidder(s) will be required to fully complete all work within one hundred twenty (120) calendar days as indicated by the Owner in the written Notice to Proceed.
This Project is financed in part by a grant from the American Rescue Plan Act and General Funds, if needed.
All Bidders on this work will be required to comply with all laws prohibiting discrimination in hiring or employment opportunities. The Bidders are required to have a West Virginia Contractor’s License, as per West Virginia Code and are encouraged to inspect and review the project prior to submitting a bid.
