INVITATION TO BID

Middlebourne United Methodist is located at 306 East St., Middlebourne WV. The owner is requesting bids to repair existing masonry which includes cleaning and
repointing of existing masonry. The exposed exterior stone foundation and chimney may also be repointed or repaired as needed.

Summary of Scope/Services

The scope of services shall include:

1. An historic mortar analysis to determine the color, texture, and composition of the historic mortar. A
sample patch must be completed to confirm
appropriateness. The new mortar recipe and mockup must be approved by the grant monitor prior to
installation. The new mortar must match the existing historic mortar.
2. Detailed description of project location.
3. The price shall include and cover the furnishing of all materials, labor, tools, material, and equipment
necessary for the cleaning and repointing of the
masonry.
4. Qualifications: The contractor must have proof of the completion of three similar historic projects in the past four years that have complied with the Secretary of the Interior’s Standards for Rehabilitation. The contractor must prove that they have the ability to complete the project in a timely manner and meet all deadlines set here within. The contractor must have the required licenses and insurances to execute the stated work.

Prebid inspection/Meeting

The property will be open for a mandatory pre-bid
walkthrough on September 3rd, 2024 at 3:00 pm at the church.

Project Selection Criteria

Contractors will be selected based upon (1) cost, (2)
experience with similar historic preservation projects, and (3) proven ability to complete a project. The
contractor must carry out the described work in
compliance with the Secretary of the Interior’s
Standards for Rehabilitation.

Project Deadline and Review

The project completion date is Feb. 3rd, 2025 and will be reviewed by the West Virginia State Historic
Preservation Office.

Requirements of the Bid Submission
All bids must be received no later than 10:00am
September 30,2024. Send to Charles Delauder, 210 Underwood St., Middlebourne, WV 26149.Bids will be opened and read aloud at that time in the church
fellowship hall.

The Bid Submission must include the following:
1. Letter of Interest detailing previous historic
preservation experience including statement that they read and understand the Secretary of the Interior’s
Standards for Rehabilitation.
2. Lump sum for bid proposal on provided Bid Form.
3. Three references from three individual previous
historic projects.
4. WV Contractor Number
5. Contractor must have scaffolding or capability to
provide it as well as a scaffolding plan that meets OSHA requirements to perform this contract. Cite
proposed source for scaffolding plan.
6. WV Workers Compensation and Insurance

Source of Funding/Funding Requirements
Partial funds for this project are through the WV State Historic Preservation Office. All applicable federal, state, and local laws, rules, and regulations apply. All work must be approved by the SHPO prior to payment.

The price must include all materials, labor, equipment, insurance, permits, licenses, taxes, and workers
compensation. The work must comply with the
Secretary of the Interior’s Standards for Rehabilitation.

Payment Process to the Successful Bidder:
Contractors will be paid for work completed. Contractors must allow approximately 4 to 6 weeks for payment of all invoices. Last payment will be held until work is
completed and approved by the State Historic
Preservation Office.

The beneficial holder of that Deed of Trust has elected to appoint Terra Abstract Trustee West Virginia, Inc. as substitute trustees by a Substitution of Trustee recorded in the aforesaid Clerk’s Office. The property for sale as described by the Deed of Trust is as follows:
The purchaser will take the property subject to all exceptions, reservations, rights of way, easements, conditions, covenants, restrictions, leases and other servitudes of record, if any, pertaining to said real property.
The purchaser will be responsible for paying any transfer stamp, excise taxes, and recording costs associated with recording the Trustee’s Deed into their name.
The purchaser will be responsible for paying any unpaid property taxes owed to the Sheriff of Ohio County prior to or following the sale directly to the Sheriff.
The purchaser will take the property subject to any deed of trust, judgment, lien, and any other encumbrance having priority over the deed of trust referred to herein.
The purchaser will take the property subject to any deed of trust, judgment, lien, and any other encumbrance that is junior (“junior claims”) to this Deed of Trust and to which sufficient notice was not given. In that case, unless such right to notice is waived, the chain of title shall not merge with this Deed of Trust as to those unnoticed deeds of trust, judgments, liens, and other encumbrances and will be subject to a further noticed and published sale under this Deed of Trust pursuant to W.Va. Code 38-1-4, in which bidding shall resume at the last highest bid given. In the event of a surplus of such sale, the mortgagors and noticed junior lienholders are hereby on notice that if such surplus is less than Two Thousand Five Hundred Dollars ($2,500.00), then the Substitute Trustee will disburse those proceeds to the most senior interest holder as it sees fit, unless an objection is made in writing.

TERMS OF SALE: Purchaser must bring $11000 cash in hand at the time of sale as a deposit in the form of a certified check or cashier’s check made payable to “Stern & Eisenberg, PC, counsel for Terra Abstract Trustee West Virginia, Inc.” Those appearing without their deposit will not be allowed to bid.
