Notice of Advertisement for Bids
Proposals are being accepted from qualified general contractors licensed to work in West Virginia for a comprehensive project involving the full rehabilitation and construction of 1425-1437 Market Street, Wheeling, WV 26003. The selected contractor will be responsible for overseeing and executing all aspects of the project, including but not limited to planning, permitting, demolition, construction, and final inspections.
A site tour will be hosted on 10/2/24 for any parties interested in submitting a proposal.
Proposals must be submitted no later than 12:00 PM on 10/25/24. Submissions must be physically delivered to and received by Joshua Frick to the following address:

Sealed bids will be opened and scored on 10/25/24 beginning at 1:00 PM. Proposals will be scored independently by each project stakeholder. The company that receives the highest collective score among all project stakeholders will begin contract negotiations with project stakeholders.

All proposals will be reviewed and evaluated in accordance with U.S. Federal Procurement Guidelines. The selected contractor will be required to abide by the Davis-Bacon wage & labor standards and Related Acts.
