ADVERTISEMENT FOR BIDS
The Board of Education of Barbour County, West Virginia, hereinafter referred to as the Owner, invites qualified contractors to submit sealed bids for the CTE Addition project according to Bidding Documents prepared by Wendel. Sealed bids will be received at the offices of the Owner, Barbour County Schools, 45 School Street, Philippi, West Virginia 26416 until 11:00 a.m., local time, on February 4, 2025, at which time and place the bids will be publicly opened and read. A pre-bid conference will be held at 10:00 a.m. local time, on January 23, 2025 at the Barbour Couty CTE Center, 25 Horseshoe Drive, Philippi, WV 26416. Attendance at pre-bid conference is mandatory for prime contract bidders
only. Bidding Documents can be obtained by one of the following methods: A. Bidding Documents may be obtained electronically via a document sharing site called Info Exchange. Access can be requested by emailing [email protected]. The email date will be considered
the bidder’s date of receipt. All requests for Bidding Documents shall be made a minimum of five days
prior to the bid date. B. Bidding Documents may be obtained electronically via the following plan holder site (download and print fees apply).

Note that Avalon will be distributing the bid documents and addendum to the below plan room as well (member access):Contractors Association of West Virginia. Each bid must be accompanied by a bid surety in the form of a cashier’s or certified check, or a bond written by a
company licensed to do business in West Virginia, in the amount of 5% of the total bid for the project. The bid surety shall be made payable to Barbour County Schools. The bid surety will be forfeited to the County if the Contractor fails or refuses to execute and deliver the contract and construction bond. All bidders will receive a full refund upon execution of the contract. Each Bidder must be registered with the West Virginia Department of Tax and Revenue prior to the time and date for Receipt of Bids in order for his Bid to be considered. Each Bidder’s registration certificate number shall be written in the space provided on the Form of Proposal. All bidders are required to be licensed to perform work in the State of West Virginia prior to submitting a bid for this project as required by Chapter 21, Article 11, of the Code of West Virginia. Each Bidder’s Contractor license number shall be written in the space provided on the Bid Form. The Owner reserves the right to reject any or all bids, the right to waive minor informalities and procedures in bidding, and the right to withhold final award of contract for 30 days after opening bids. The bidder to whom the contract is awarded shall execute and deliver to the Owner within 10 days after the award, and before signing the contract, a Performance Bond and Payment Bond utilizing the bond forms bound in the Project Manual each in a penal sum equal to at least the contract sum and the cost of such bonds shall be included in the bid.
