Sealed proposals for the Twelfth Street Garage Roofing Project will be received by McKinley and Associates on behalf of the owner Grow Ohio Valley in Wheeling, WV until 1:00 p.m. local prevailing time on Friday, June 28, 2019. The bids will be compared for quality, thoroughness, and cost by the Owner and Architect. The Project scope includes the following:

Base Bid: Complete tear- off of an existing portion of the roofing material and its replacement and new storm piping. There is one Alternate. The contractor will obtain all relevant building permits.

The Base Bid Substantial Completion date is no later than Midnight on September 18, 2019. All work must be reviewed and approved by the West Virginia State Historic Preservation Office before Final Completion. Contractors will be selected based upon (1) cost, (2) experience with similar projects with references required and (3) proven ability to complete a project. The contractor must carry out the described work in compliance with the Secretary of Interior’s Standards for Rehabilitation.

Electronic Copies of the Bidding Documents will be available, June 5, 2019 via the office of the Architect, McKinley Architects & Engineers, Wheeling, WV, 26003; telephone 304-233-0140. Upon payment of a non-refundable document access fee of $50.00, Bidding Documents will be issued in electronic format (PDF) and will be sent by the Architect to parties interested via email ShareFile download. Only full sets of Bidding Documents will be issued. All Bidding Document requests for information, substitution requests and correspondence shall be submitted in writing and directed to the project architect, Christina Schessler AIA, email:

Addenda will be issued by the Architect to registered bidding document holders only, in electronic format (PDF) via ShareFile. Additional reproduced paper copies of the initially issued Bidding Documents and any subsequent addenda are also available from the Architect upon payment of a non – refundable $50.00 fee; contact the Architect for further information.

A mandatory Pre-Bid Meeting will be held at the Twelfth Street Garage site on Tuesday, June 18, 2019 at 1:00 pm local prevailing time, for the purpose of familiarizing Bidders with bidding requirements.

Partial funding for this project is being provided by the WV State Historic Preservation Office. All applicable federal, state and local laws, rules, and regulations apply.

A Bid Bond executed by the Bidder and issued by a surety company approved by and in favor of the owner, Grow Ohio Valley, in the amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Bid; OR a cashier’s check in the amount of (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Bid made out to Grow Ohio Valley must be submitted with each Bid to guarantee the Bidder’s entrance into a Contract if awarded. The bid guarantee will be returned to each bidder upon execution of a formal contract with a contractor.

No accepted Bid shall be waived or returned because the Bidder failed to comply or cannot comply with all requirements as set forth in the Bidding Documents. Bids may not be withdrawn for a period of ninety (90) days without the consent of the Owner or the cashier’s check will be forfeit.

Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State; the Contractor’s WV License number must be affixed to all submitted construction bids and executed construction contracts or agreements. The contractor must also be licensed to perform work in the City of Wheeling.

To the extent permitted by state law, the Owner reserves the right to reject any and all bids, and to make selections from the bids that are solely in their best interest.
