AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Blue Racer Midstream, LLC has
applied to the West Virginia Department of
Environmental Protection, Division of Air Quality for a modification to the General Permit for its Wiley Compressor Station located on Piney Fork Road, in
Hastings, Wetzel County, West Virginia. The latitude and longitude coordinates are: 39.50899, -80.69167.
The applicant estimates the increased potential to discharge for the following Regulated Air Pollutants will be: Nitrous oxides (NOx): 1.29 tons per year; Carbon Monoxide (CO): 1.08 tons per year; Volatile Organic Compounds (VOC): 24.74 tons per year; Sulfur Dioxide (SO2) 0.01 tons per year; Particulate Matter (PM): 0.10 tons per year; Particulate Matter 10 microns or less in
aerodynamic diameter (PM10): 0.10 tons per year;
Particulate Matter 2.5 microns or less in aerodynamic diameter (PM2.5): 0.10 tons per year; Hexane: 0.66 tons per year; Benzene: 0.53 tons per year; Toluene: 1.91 tons per year; Ethyl-Benzene: 0.24 tons per year; Xylene: 0.06 tons per year; Formaldehyde: no change;
Methanol: no change; Total Hazardous Air Pollutants: 3.42 tons per year, Carbon Dioxide equivalent (CO2e): 2435.34 tons per
year.
Startup of operation is planned to begin on or about the 1st day of August, 2025, contingent upon permit
issuance date. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
