CITY OF NEW MARTINSVILLE BUILDING COMMISSION
NOTICE OF REQUEST FOR PROPOSAL
TO PURCHASE UP TO $3,000,000.00
PARKS PROJECTS REVENUE REFUNDING BONDS

The City of New Martinsville Building Commission (hereinafter called the “Commission”) on behalf of the City of New Martinsville Parks and Recreation Commission (the “Parks”) and the City of New Martinsville (the “City”) seek proposals to purchase up to $3,000,000.00 in bank qualified, tax-exempt Lease Revenue Refunding Bonds (the “Bonds”) with which Bonds the Commission intends to finance the design, planning, construction and renovation to one of the City’s existing swimming facilities, including addition of a water park, and conversion of another of the City’s existing swimming facilities into an ice skating rink; provided , that the City may choose to complete on the swimming facility renovation. The Bonds will be secured solely by a pledge of lease revenues from an Agreement and Lease entered into between the Commission, as lesser, and the City and/or Parks as lessee. The proposed term of the Bonds is not more than 20 years. Your proposal should include the proposed interest rate or rates, fees and expenses to be incurred, and any additional requirements related to the purchase of the bonds. Please include your proposal terms for borrowing $1.5 million, $2 million, $2.5 million and $3 million. RFPs must be submitted in a sealed envelope clearly marked “RFP for Parks Project”. The Commission will receive RFPs for the purchase of the Bonds at the City of New Martinsville Municipal Building located at 197 Main Street, New Martinsville, WV 26155, until 11:00 AM on Wednesday, February 4, 2015. The proposals will be distributed and discussed at a Parks meeting at 1:00 PM on Wednesday, February 4, 2015. All bidders are invited to attend.

All documents/information submitted in response to this solicitation shall be considered public information, pursuant to the West Virginia Freedom of Information Act. Communications with the Commission, the City, the Parks or with employees of the Commission, City or Parks would not be appropriate during the submission and selection process. prior to 4:00 PM, Wednesday, January 28, 2015. Responses will be provided, to all who request and provide contact information, in writing, on the next business day. The Commission will not be responsible for any expenses incurred in the preparation and/or presentation of the proposals and oral interviews, or for the disclosure of any information or material received in connection with the solicitation, whether by negligence or otherwise. The Commission reserves the right to reject any and all proposals, with or without cause, and waive any irregularities or informalities in the proposals. The Commission further reserves the right to make such investigations as it deems necessary as to the qualifications of any and all proposers, including oral interviews. In the event all proposals are rejected, the Commission reserves the right to resolicit proposals.
