Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be land applied, provided that the sewage sludge shall not be applied in a manner that exceeds the agronomic or lifetime loading rates. These land application site(s) meet all regulatory standards and are identified as follows: Nathan Toler, 210 Toler Road; Richard Lee Gray, 6105 Cheesy Creek Road; Randy Easter, 4126 Little Island Creek Road; Julia Lewis, 2780 Powell Mountain Road; James Perkins, 1300 Powell Mountain Road all in Princeton, WV. Also, sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. Also, the sewage sludge may be transported to the City of Princeton’s wastewater treatment plant for final processing and disposal.

Compliance with the final terms and conditions of this permit shall be attained through Administrative Order No. 8084 dated June 12, 2014 and any amendments thereto. Once final compliance is attained, Order No. 8084 shall be revoked

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.

Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins July 18, 2019 and ends August 17, 2019.

Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.

The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days.
