A. ADVERTISEMENT FOR BIDS
The City of Wheeling: Owner
Sealed bids for Robrecht Trailhead Project Phase 1 – Earthwork and Planting will be received by the City of Wheeling, West Virginia, at the office of the City Manager until 2:30 PM, May 21, 2025 and then at said office publicly opened and read aloud. The Information for Bidders, Plans, Specifications, Drawings, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the following:
Online at Ditto (dittoplanroom.com); and at the Office of the City Engineer, City-County Building, Wheeling, WV 26003.
Bidding Documents may be previewed and purchased, either in digital or hard copy form from Ditto, or they can be viewed at the Office of the City Engineer, City-County Building, Wheeling, WV 26003. The owner reserves the right to waive any informalities or to reject any or all bids.
A virtual pre-bid meeting to review project plans and requirements will be held on April 30, 2025 at 1:00pm. Contractors wishing to participate must reach out to the City Engineer or the city’s representative at [email protected] and a link/call-in number will be supplied for attendance.
Each bidder must deposit with their bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. This contract is also subject to the requirements of the West Virginia Contractor Licensing Act, Chapter 21, Article 11 of the Code of West Virginia. Contractor must be licensed in accordance with the Act at the time of the Bid.
THE PROCUREMENT REGULATIONS AT 2 CFR 200.321 STATES:
WHEN POSSIBLE, RECIPIENTS SHOULD ENSURE THAT SMALL BUSINESSES, MINORITY BUSINESSES, WOMEN’S BUSINESS ENTERPRISES, VETERAN-OWNED BUSINESSES, AND LABOR SURPLUS AREA FIRMS (SEE U.S. DEPARTMENT OF LABOR’S LIST) ARE CONSIDERED.
