Rule 19-A application to increase water rates and charges.
NOTICE OF APPLICATION TO CHANGE RATES
On November 15, 2024, Hundred-Littleton Public Service District (HLPSD) applied for
revised rates under the Commission process applicable to small utilities. On April 16,
2025, Staff recommended the Commission adopt increased rates for HLSPD
generating an additional $30,717 annually or 22.10 percent over rates effective before
the filing of this proceeding. Staff included revenue for creation of a working capital
reserve, calculated a new leak adjustment rate and modified certain tariff provisions.
The current approved tariff rates are as follows:

First 2,000 gallons used per month $14.98 per 1,000 gallons
Next 3,000 gallons used per month $ 8.32 per 1,000 gallons
Next 10,000 gallons used per month $ 7.98 per 1,000 gallons
Next 35,000 gallons used per month $ 7.61 per 1,000 gallons
All Over 50,000 gallons used per month $ 7.26 per 1,000 gallons
MINIMUM CHARGE
No bill will be rendered for less than the following based on meter size:
5/8 inch meter $29.96 per month
3/4 inch meter $44.95 per month
1 inch meter $74.90 per month
1-1/4 inch meter $109.40 per month
1-1/2 inch meter $149.80 per month
2 inch meter $239.70 per month
3 inch meter $449.49 per month
4 inch meter $749.00 per month
6 inch meter $1,498.00 per month
8 inch meter $2,396.80 per month
The HLPSD tariff existing before the filing of this case also included a surcharge of
$2.19 per bill per month until a loan obligation owed to the Rural Utilities Service was resolved.
The Staff-recommended rates are as follows:

MINIMUM CHARGE

1 inch meter $96.60 per month
1-1/4 inch meter $141.10 per month
1-1/2 inch meter $193.20 per month

6 inch meter $1,932.00 per month 8 inch meter $3,091.20 per month
The leak adjustment rate will increase from $0.87 to $3.55 per thousand gallons.

Anyone desiring to review the Staff Report may do so on the Commission website
(www.psc.state.wv.us). Anyone desiring to protest the changed rates and charges
must do so in writing within ten days of the date of publication of this notice. Protests
may be filed online through the Commission website using the “Submit a Comment”
link or may be mailed to the Executive Secretary, Public Service Commission of West
Virginia, P.O. Box 812, 201 Brooks St., Charleston, West Virginia 25323, or
hand-delivered to the Public Service Commission. To help the Commission
determine the justification for additional review and investigation, protests must be
specific as to reasons the changed rates and charges should be modified. In addition,
anyone desiring a hearing in this matter must demand a hearing in the written protest
If no hearing is demanded, the Commission may affirm the proposed rates without
hearing. The Commission may adopt rates and charges for HLPSD which are the
same as, greater than or less than the Staff-recommended rates and charges.
