NOTICE OF PUBLIC HEARING ON TOWN OF NEW HAVEN SEWER RATE ORDINANCE A public hearing will be held on July 21, 2025 at 6:00 p.m., prevailing time, on the following ordinance. Any person interested may appear before the Town Council of the Town of New Haven (the “Town”) at the Town Hall, 218 Fifth Street, New Haven, West Virginia, and present any comment or protest thereto. Following such public hearing, Town Council shall take such action as it shall deem proper. The proposed ordinance is below and may be inspected by the public at the Office of the Recorder in the Town Hall, 218 Fifth Street, New Haven, West Virginia during regular office hours: STEP 1 (Effective 45 Days After Enactment) APPLICABILITY Applicable in entire territory served. AVAILABILITY Available for residential, commercial and industrial service. RATE First 2,000 gallons used per month $15.45 per 1,000 gallons Next 3,000 gallons used per month $14.65 per 1,000 gallons Next 5,000 gallons used per month $13.80 per 1,000 gallons Next 10,000 gallons used per month $13.45 per 1,000 gallons Next 30,000 gallons used per month $13.30 per 1,000 gallons All Over 50,000 gallons used per month $12.45 per 1,000 gallons MINIMUM CHARGE The above schedule is subject to a minimum monthly charge of $30.90. DELAYED PAYMENT PENALTY The above tariff is net. On all current usage billings not paid in full within 20 days, 10% will be added to the net current amount unpaid. This payment penalty is not interest and is to be collected only once for each bill where appropriate. RESALE RATE $4.78 per 1,000 gallons of sewage processed. TAP FEE $500.00. RETURNED CHECK CHARGE A service charge of $25.00 will be imposed upon any customer whose check for payment of charges is returned by the bank for any reason. INCREMENTAL COSTS An incremental charge of $0.35 per 1,000 gallons shall be charged for usage if the leak is eligible under the (i) Public Service Commission’s rules for leaks on the customer’s side of the meter, and (ii) the Town’s leak adjustment policy. MULTIPLE OCCUPANCY On apartment buildings, trailer courts, or any other multiple occupancy buildings or structures, the charge shall be not less than the minimum monthly charge for a 5/8 meter per unit. All new multiple occupancy structures constructed after July 1, 2011, shall provide a separate water service and each unit shall be separately metered. STEP 2 (Effective March 1, 2026) APPLICABILITY Applicable in entire territory served. AVAILABILITY Available for residential, commercial and industrial service.
