Notice of Request for Statement of Qualifications for General
Engineering and
Architectural Services
The City of Weirton is inviting experienced and qualified firms to submit Statement of Qualifications for Engineering and Architectural professional services during the period of 2025 – 2027. The selected firm will provide municipal engineering services on a general basis to perform such work as required as the City Engineer.
The primary work elements under consideration in this Statement of Qualifications include (but are not limited to):
Plan Review Services: The selected consulting City Engineer will provide technical review of, and answer inquiries relating to, site plans, subdivision plans, improvement plans, land disturbance plans, and construction plans relating to projects proposed by applicants to be developed in the City to ensure conformance to codes adopted by the City, as well as state and federal laws.
City Project Design Services: The selected consulting City Engineer must have the capability to design a full array of public works type projects including transportation infrastructure systems and stormwater management systems in a manner that is functional and cost effective. The selected consulting City Engineer must be able to provide structural/engineering guidance and any necessary design work for municipal structures.
Environmental Services and Regulatory Agency Interactions: The selected consulting City Engineer shall be well-versed in regulatory compliance and permitting and be familiar with approval procedures of all applicable regulatory agencies. The selected consultant will assist the city floodplain administrator in FEMA/NFIP matters, prepare the Municipal Separate Storm Sewer System (MS4) permit, and ensure all other timely submittals are made as mandated by any and all regulatory agencies.
Grant Assistance: The selected consulting City Engineer shall, as requested, complete or assist in the completion of grant applications for City projects.
Surveying, Easements and Related Services: The selected consulting City Engineer shall have the capability of performing or subcontracting boundary surveys, topographic surveys, construction staking, prepare easement plats and easement documents, and assist in easement acquisition.
CAD and GIS Capabilities: The selected consulting City Engineer shall have computer-aided drafting and geographical information system capabilities upon request.
Meeting Attendance and Participation: The selected consulting City Engineer may be expected to attend a variety of City meetings, including, but not limited to, planning and zoning meetings, council meetings, meetings of affected property owners, and meetings with city staff and developers.
In addition to the elements outlined above, the City Engineer should be prepared to:
« Represent the City as City Engineer in related matters.
« Provide advice to the City on a variety of matters related to engineering, construction projects, policy development and amendments, etc.
« Assist city staff with matters related to planning, development, code enforcement, inspections, streets, traffic, etc.
« Review and occasionally draft ordinances, resolutions, charter changes, and other documents (i.e. project specific RFP’s) as requested by the City Manager and/or Planning and Development Director.
« Maintain an appropriate relationship with professional organizations in the field of municipal engineering services.
« Stay abreast of new or proposed state and federal legislation affecting the City.

Procurement of said services will be in accordance with Chapter 5G of the WV State Code, 24 CFR Part 85.35 and 85.36 and applicable federal regulations meeting OMB Circular A-102 requirements. Qualified firms/candidates interested in being considered for this project must submit three (3) copies each of 1) Letter of Interest, 2) Statement of Qualifications, 3) technical experience, 4) persons who will be in charge of the project, 5) previous professional experience, and 6) references. Please submit the requested information to: City of Weirton 200 Municipal Plaza, Weirton, WV 26062 Attention: Mark Miller, Planning and Development Director no later than 4:00 p.m. on Friday, August 1, 2025, in order to receive consideration.
The object of this competitive process is to objectively select the engineering firm that will serve as the City Engineer and provide the highest quality of service at a realistic fee. Accordingly, technical qualifications, experience, and availability will be weighed heavily. The firm selected must have adequate resources to be available upon request and provide services in a timely manner. Based on evaluation of the proposals, a minimum of three firms will be invited to submit additional information and be interviewed. The candidate judged most qualified will be asked to prepare a proposal including fixed fees for said services. The City of Weirton reserves the right to reject any and all proposals.
