Separate sealed bids will be received by OHIO COUNTY PUBLIC SERVICE DISTRICT at its office at 5383 National Road, Triadelphia, WV 26059 until Wednesday, August 13, 2025 at 10:00 AM, local time, and then at said office publicly opened and read immediately thereafter for the following project: OHIO COUNTY PUBLIC SERVICE DISTRICT -CLINTON HILLS-ASTER DRIVE CRITICAL NEED PRESSURE SEWER EXTENSION. This Project includes all work necessary to install 696 feet of 1.5 inch diameter polyethylene pipe, one simplex grinder pump, one duplex grinder pump, underground electric, electrical service and pump control panels as shown on Construction Drawings.

Bidding Documents may be obtained in an electronic portable document format file only, from the office of Vaughn, Coast & Vaughn, Inc. located at 154 S. Marietta St., St. Clairsville, OH, 43950, 740-695-7256), upon payment of a $25.00 non-refundable deposit. Checks shall be payable to Vaughn, Coast & Vaughn, Inc.
The above stated deposit is required before the documents can be made available. Bidders who submit a Bid must be a Plan Holder of record at the Engineer’s Office.
Bids are to be sealed and addressed to Ohio County Public Service District, 5383 National Road, Triadelphia WV, 26059 and noted on the envelope as a Bid for Ohio County PSD – Clinton Hills- Aster Drive Critical Need Pressure Sewer Extension. Each Bidder must submit with his Bid, security in the amount, form and subject to the conditions provided in the Instruction for Bidders.
A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.
Bids shall be accompanied by a certified check or bid bond payable to Ohio County Public Service District in an amount equal to five percent (5%) of the base bid.
Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21- 1D-5.
All Bidders are required to have a West Virginia Contractor’s License per Section §30-42-12 of the West Virginia Code.
Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.
The Ohio County PSD reserves the right to reject any or all bids. The Ohio County PSD also reserves the right to defer, delay or postpone the date for receiving and opening Bids. The Oho County PSD reserves the right to negotiate with the lowest responsible Bidder if it is deemed to be in the best interest of the Project. The Ohio County PSD further reserves the right to waive any informality in a Bid or reject such an informal Bid if it is to their advantage to do so.
Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each Bidder must submit evidence of its experiences on projects of similar size and complexity.
