REQUEST FOR
STATEMENTS OF QUALIFICATIONS
FOR TRAFFIC SAFETY PLANNING
ENGINEERING
SERVICES
The Bel-O-Mar Regional Council is in the process of procuring professional consultant services to support the development of a data-driven, certifiable Comprehensive Safety Action Plan for the regional planning area of Belmont County, OH; and Ohio, Marshall, and Wetzel Counties, WV. This initiative is funded through the United States Department of Transportation’s Safe Streets and Roads for All (SS4A) Grant Program, under Federal Award No. 693JJ32540630.
The selected consultant will work closely with Belomar Regional Council staff to implement key tasks outlined in the grant agreement, including:
1. Analyzing crash data to identify regional crash hotspots;
2. Incorporating existing data and plans.
3. Conducting systemic assessments to identify roads that share characteristics with known high-risk locations;
4. Identifying regional safety emphasis areas based on crash data;
5. Engaging regional stakeholders, including municipalities, law enforcement, emergency responders, and others;
6. Recommending cost-effective, proven safety countermeasures addressing engineering, enforcement, education, and emergency response; and
7. Developing a prioritized list of safety needs and recommended supplemental planning and project implementation efforts.
This planning-only project will not result in construction or physical infrastructure improvements. The final deliverable will be a formally adopted Regional Safety Action Plan consistent with the Safe System Approach and the national Toward Zero Deaths initiative in compliance with the SS4A Self-Certification Worksheet. The anticipated period of performance is 24 months, with the final plan publicly available by March 30, 2027.Procurement of services will follow WV Code Chapter 5G and the requirements of 2 CFR 200.
Qualified candidates/firms interested in being considered must submit one (1) hard copy and one (1) electronic copy on a flash drive of each of the following:
1) A letter of interest;
2) Resumes detailing credentials and qualifications of the firm’s principals and key support personnel;
3) An illustrative list of relevant projects recently completed by the firm;
4) Contact information for references.

Proposals will be accepted until 4:00 p.m., August 22nd, 2025.
The purpose of the competitive process is to objectively select a firm that will provide the highest quality service at a realistic fee. Technical qualifications and prior related experience will be heavily weighted. Selected candidates will be interviewed, and the top-ranked firm will be invited to negotiate a scope of services and fixed fee.
The Council reserves the right to reject all proposals. Contract award is contingent upon available federal funding under the SS4A program.
The selected firm must comply with:
– Title VI of the Civil Rights Act of 1964;
– Executive Orders 11246 and 11625;
– The Americans with Disabilities Act (ADA);
– Section 504 of the Rehabilitation Act;
– Conflict of Interest and Access to Records provisions;
– And all other applicable federal and state laws.
