SAFETY PLANNING
ENGINEERING
SERVICES
The Bel-O-Mar Regional Council is in the process of procuring professional consultant services to provide professional Traffic Planning Engineering services for a Traffic Safety and Operations Improvement Feasibility Study. This study will focus on the US 40/US 250/SR 7 interchange complex in Bridgeport, OH, the Zane Street Bridge corridor in Wheeling, WV, and an indefinite quantity of directly related nearby elements that affect traffic. The initiative is funded through a joint WVDOT-ODOT and FTA-FHWA Consolidated Planning Grant.

The selected consultant will:
1. Compile fatal and serious injury (FSI) crash reports in the corridor area;
2. Generate a mapped crash diagram;
3. Analyze the causes of crashes using the full Safe System Approach;
4. Collect and analyze all relevant operational traffic data
5. Conduct a detailed site evaluation in coordination with interagency partners;
6. Incorporate existing local, regional, and state plans;
7. Generate a list of potential solutions;
8. Evaluate the feasibility of potential short-term, low-cost solutions and potential long-term, high-impact solutions;
9. Engage with stakeholders throughout the planning process;
10. Generate 2D aerial mapped visualizations of recommendations, if necessary;
11. Create a microsimulation traffic model, if necessary;
12. Generate 3D visualizations of recommendations, if necessary;
13. Finalize the findings in a comprehensive planning document available for public consumption.

This planning-only project will not result in construction or physical infrastructure improvements. The planning-only project does not seek services for any stage from preliminary engineering to final design of the list of recommendations. The final deliverables will be the final comprehensive planning document and all original data and documents therein. The anticipated period of performance is 6 months, with the final plan publicly available by June 30, 2026. Procurement of services will comply with WV Code Chapter 5G, Ohio’s Qualifications- Based Selection Law, and the US Brooks Act, all of which require selection based on qualifications. All expenses must comply with applicable local, state, and federal cost principles under Uniform Guidance.
Qualified candidates/firms interested in being considered must submit one (1) hard copy and one (1) electronic copy on a flash drive of each of the following:
1) A letter of interest;
2) Resumes detailing credentials and qualifications of the firm’s principals and key support personnel;
3) An illustrative list of relevant projects recently completed by the firm;
4) Contact information for references.

Proposals will be accepted until 4:00 p.m., August 27th, 2025.
The purpose of the competitive process is to objectively select a firm that will provide the highest quality service at a realistic fee. Technical qualifications and prior related experience will be heavily weighted. Selected candidates will be interviewed, and the top-ranked firm will be invited to negotiate a scope of services and fixed fee.
The Council reserves the right to reject all proposals. The contract award is contingent upon available federal funding under the program and the final approval of the governing body.
The selected firm must comply with:
The Civil Rights Act of1964;
Executive Orders 11246 and 11625;
The Americans with Disabilities Act;
The Rehabilitation Act;
Conflict of Interest and Access to Records provisions;
All other applicable federal and state laws.
