Invitation for Educational Facilities Planning
Services For The Brooke County Ten Year Comprehensive
Educational Facilities Plan (CEFP)
The Brooke County Board of Education is soliciting Expressions of Interest from qualified architectural/engineering professionals to assist with the preparation of the County’s new ten year Comprehensive Educational Facilities Plan (CEFP). The individual and/or firm must be a registered architect and engineer within the state of West Virginia. Additionally, in order to be considered, the individual a and/or firm must be (or have) a Recognized Educational Facilities Professional (REFP) with certification from the Council of Educational Facilities Planners International. The individual and/or firm must possess superior knowledge of the School Building Authority requirements (Guidelines & Procedures Handbook, current edition) regarding creation of the CEFP as well as State Board Policy 6200 (Handbook on Planning School Facilities).
Specific project information, requirements, and selection criteria can be obtained from Mr. Steve Mitchell, Sr., in the Office of Facilities and Maintenance. The requirements of WV Code 5G Article 1 through 4 will be used as the basis for review and evaluation of all proposals. All proposals must be submitted to the Brooke County Board Office at 1201 Pleasant Avenue, Wellsburg, WV 26070, no later than 10:00 a.m. EST on 3rd day, September, 2019.
Proposals must be clearly marked for Educational Facilities Planner for Brooke County Ten Year CEFP.
All proposals must address/include:
* Experience and qualifications of the architectural/engineering individual and/or firm
* Experience and qualifications of the Educational Facilities Planner
* Criteria for the proposal.
The Brooke County Board of Education approved Selection Committee will evaluate the Expressions of Interest received. The Selection Committee will conduct discussions with the architectural firms who are deemed to be the most highly qualified to provide the services requested. As such, the firms will be ranked in order of preference in accordance with the Selection Committee’s recommendations which will then be submitted to the Brooke County Board of Education for further review, discussion, follow up interviews and ultimately approval. Upon final selection, it is anticipated that the contract between the Brooke County Board of Education and the individual and/or firm will be executed for the services requested. Possible extensions to the length of the contract may also be contemplated as that may be mutually agreed upon.
