Jefferson County Port Authority Request for Proposals for an Economic Recovery Coordinator for the Jefferson County Coal Recovery Initiative.
The Jefferson County Port Authority is soliciting requests for proposals from consulting firms, individuals, or any combination thereof to serve as an Economic Recovery Coordinator in accordance with the Jefferson County Coal Recovery Initiative funding by the U.S. Economic Development Administration. The Economic Recovery Coordinator will provide targeted assistance to develop countywide industrial and commercial sites, identify countywide infrastructure needs, and work collaboratively with the consultant selected to develop a countywide strategic plan pursuant to the Jefferson County Coal Recovery Initiative.
Interested consulting firms, individuals, or any combination thereof should respond no later than 5:00 p.m. (Eastern Standard Time) on October 8, 2025. Proposals and responses received after this deadline will not be considered.
Interested consulting firms, individuals, or any combination thereof must submit two (2) original and one (1) electronic copy on a flash drive of any proposal or response to the office of the Jefferson County Port Authority at the following address:

All proposals or responses must be responsive to and in compliance with the Jefferson County Port Authority’s Request for Proposals for an Economic Recovery Coordinator which can be found on the Jefferson County Port Authority’s website (https://jcport.com) by clicking on the Download Tab under the heading, Coal Recovery Strategic Initiative.
The Jefferson County Port Authority reserves the right to reject any proposal or response, or to waive any irregularities in a proposal or response.
