Rule 19-A application to increase sewer rates and
Charges and request for emergency interim rate
Increase.

NOTICE OF EMERGENCY INTERIM SEWER RATE INCREASE

On August 22, 2025, Hundred-Littleton Public Service.
District (HLPSD) applied for revised rates for providing
sanitary sewer services under the Commission process
applicable to small utilities.

On the recommendation of Commission Staff, the
Commission approved an emergency interim rate
increase of 28.75 percent for HLPSD sewer bills
rendered on or after the effective date of the
Order. The specific rates approved are as follows:

RATES (Customers with metered water supply)
$23.43 per 1,000 gallons (includes $1.98 for USDA
arrearage)

MINIMUM CHARGE
No bill will be rendered for less than $70.29 per month
(includes $5.94 for USDA arrearage)

FLAT RATE CHARGE (customers with non-metered
water supply) Equivalent of 3,500 gallons of water
usage $82.01 per month (includes $6.93 for USDA
arrearage)

This emergency interim rate increase is applicable to all
HLPSD sewer customers. The rates are subject to
refund if not justified by an ongoing Staff audit and final
decision in this matter and may be increased,
decreased or left unchanged at the conclusion of this
proceeding. Customers may review the specific
emergency interim rate changes at the HLPSD office or
on the Commission website. During the course of this
proceeding, the Staff of the Commission will
recommend final rates for HLPSD sewer customers.
Those rates will be published at a later date and will be
subject to protest at that time.

Proposals will be received from prequalified and West Virginia licensed contractors only except that on Federal-Aid Projects a contractors’ license is not required at time of bid, but will be required before work can begin. Registration is required with the Department of Administration, Division of Purchasing, in accordance with Chapter 5A, Article 3, Section 12 of the West Virginia Code. All contractors submitting bids on project(s) must submit electronically with their bid a Proposal Guaranty Bond for $500.00 or 5% of the total bid, whichever is greater.
The West Virginia Department of Transportation Division of Highways reserves the right to defer, delay or postpone the date for receiving and publicly opening proposals for any project designated in this advertisement, without the necessity of renewing such advertisement. The deferment, delay, postponement, and the date that proposals will be received and publicly opened will be available on
www.bidx.com.
