Invitation To Bid
The owner of 301-303 S. York St., Wheeling, WV 26003 is requesting bid packages quoting structural system rehabilitation for THE ARMSTRONG ON YORK on WHEELING ISLAND. The project includes rebuilding of the front wall, replacement of compromised struts, members and headers, and leveling of floors.
The project completion date is flexible, contingent on weather conditions, aimed for February 28, 2025. Contractor selection based upon (1) Cost, (2) Qualifications, (3) References. Partial funds for this project are through the West Virginia State Historic Preservation Office (SHPO). The contractor must carry out the described work in compliance with the Secretary of the Interior’s Standards for Rehabilitation, as applicable. All applicable federal, state, and local laws, rules, and regulations apply.
The bid package is available by calling/texting Claude at 310.999.8125. The property will be open for a mandatory pre-bid walk-through from 2PM to 3:30PM on Friday, November 21, 2025. All bids must be received no later than 4:00PM on December 3, 2025.
