FOR BIDS
The City of Wheeling:

Sealed bids for WesBanco Arena Phase III General Trades Package will be received by the City of Wheeling, West Virginia, at the office of the City Manager until 2:00 PM May 12, 2015 and then at said office publicly opened and read aloud. The Information for Bidders, Plans, Specifications, Drawings, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the following:

There is a mandatory pre-bid meeting scheduled for Friday April 24, 2015 at 2:00 PM at the project site.
Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the con tract. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. The bidder’s attention is called to the fact that this contract is subject to the equal opportunity requirements of Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1968, the wage rates established by the U. S. Secretary of Labor under the Davis-Bacon Act of 1931, and the wage rates established by the West Virginia Department of Labor. The bidder must pay the higher of the two wage rates on a class by class basis.

T his contract is subject to the requirements of the West Virginia Contractor Licensing Act, Chapter 21, Article 11 of the Code of West Virginia. Contractor must be licensed in accordance with the Act at the time of the bid. The owner reserves the right to waive any informalities or to reject any or all bids.

MINORITY BUSINESS ENTERPRISE CLAUSE:
THE CONTRACTOR MUST USE HIS BEST EFFORTS TO CARRY OUT THE CITY OF WHEELING’S MINORITY BUSINESS ENTERPRISE POLICY. SPECIFICALLY, THE CONTRACTOR MUST UTILIZE TO THE GREATEST EXTENT FEASIBLE, MINORITY BUSINESS CONCERNS WHICH ARE LOCATED IN THE COUNTY, ADJACENT COUNTIES OR WITHIN THE GENERAL TRADE AREA.
