INVITATION TO BID Benedum Airport Authority North Central West Virginia Airport NOTICE IS HEREBY GIVEN, that the Benedum Airport Authority will receive proposals for Contract 2025-02 until 1:00 PM on January 8, 2026. The proposals will be publicly opened and read aloud at 1:00 PM the same day on January 8, 2026 in the Second Floor Conference Room at the North Central West Virginia Airport, 2000 Aviation Way, Bridgeport, West Virginia, 26330. Contract 2025-02 includes: Airport Expansion. A non-mandatory Pre-Bid Meeting will be held on December 18, 2025; 1:00 PM in the Second Floor Conference Room at the North Central West Virginia Airport, 2000 Aviation Way, Bridgeport, West Virginia 26330. The drawings, specifications and other contract documents are on file and open to the public for inspection during normal business hours at the office of the OWNER, Benedum Airport Authority, 2000 Aviation Way, Bridgeport, West Virginia, 26330. The prospective Bidder is encouraged to contact Shawn Long for review of documents at 304.842.3400 for information on where the documents are located within their office and any special procedures for accessing the documents. These documents are also available for review at the office of the ENGINEER, TranSystems Corporation, 615 West Highland Avenue, Ebensburg, PA 15931, Telephone: 814.472.7700. Contract documents, proposal forms and drawings may be obtained from the ENGINEER, no deposit is required. Bids shall be prepared and submitted on the prescribed forms in accordance with instructions contained in the Instructions to Bidders and General Provisions (Section 20) Divisions of the Project Manual. The Benedum Airport Authority expressly reserves the right to accept or reject any or all bids or to waive any informalities in the same. Each bidder must deposit with his/her proposal a bid security in an amount equal to at least 10% of the Base Bid. Said security shall be in the form and subject to the conditions given in Section 20 of the General Provisions. No bidder may withdraw his/her bid within 120 days after the actual date of the opening thereof. Successful bidders, must enter into the Agreement and furnish a Contract Bond and evidence of required insurance within fifteen (15) days after notification acceptance of such proposals, all as more specifically required in the Contract Documents. Wages as predetermined by the US Secretary of Labor and Industry and included in the specifications and contract documents and/or addenda thereto shall be used by the CONTRACTOR in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 8 of the Project Manual. The Benedum Airport Authority, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 26, Nondiscrimination in Federally-assisted programs of the Department of Transportation, issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Disadvantaged Business Enterprise (DBE) solicitation is not required on this project, however, Contractors shall report any DBE used on this project with monthly reports. The CONTRACTOR and any SUBCONTRACTORS must have a valid System for Award Management (SAM) Registration throughout the duration of the project. The CONTRACTOR shall be registered in SAM or be able to obtain registration prior to CONTRACT award. Refer to www.sam.gov. Surety Companies must be listed on US Treasury Circular 570. This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.
