Wetzel County Assessor’s Office Requesting Sealed Bids
The County of Wetzel, on behalf of the Wetzel
County Assessor’s Office, seeks sealed proposals for
Professional Services from qualified companies that
can do business in the State of West Virginia to
perform and audit including but not limited to,
location, identification, mapping, auditing, and
appraising of all locally assessed oil and gas well
equipment and personal property including compressor
stations, gathering pipeline systems, and gas plants in
Wetzel County, West Virginia.
Perform an audit of all assessed oil and gas
companies operating in Wetzel County, West Virginia
with reference to their identification, location, mapping,
auditing, and valuation. The primary objective of the
work is to ascertain that the oil and gas companies
operating in Wetzel County have provided the
Assessor’s Office with all required documentation to
accurately appraise the property for ad- valorem
purposes. Completion of this audit will confirm that all
oil and gas taxable personal property including
compressor stations, gathering pipelines and gas
plants have been valued according to state statute
and procedures developed by West Virginia Property
Tax Division. The contract for this project will start on
July 1, 2026 and expire on June 30, 2027. This bid
may include expert witness testimony.

All proposals shall, at the time of submission, contain a
complete and up-to-date resume of the firm. Previous
work will be reviewed on a service-by-service basis,
however collective proposals for all services requested
will be preferred.
All proposals shall be submitted via mail or hand
delivered to the Wetzel County Assessor’s Office for
review no later than Friday, February 6, 2026 at 3:00
p.m. in order to have an expedited turn around for
completion of services requested. The proposals need
to be marked “sealed bid for the Wetzel County
Assessor’s Office” when delivered to the Wetzel
County Courthouse. The proposals/bids will be
opened Tuesday, February 10, 2026 at 11:00 a.m. in
the Wetzel County Assessor’s Office. The public is
encouraged to attend. The Wetzel County Assessor’s
Office reserves the right to accept and/or reject any and
all bids.
Best Value Procurement
The Assessor’s Office will select which proposal to
accept based on Best Value Procurement practices.
Under Best Value Procurement, the Assessor’s Office
will consider the proposed price, and the total cost of
acquiring, operating, maintaining and supporting the
requested commodity or service over its projected
lifetime, balanced with the evaluated manner in which
the proposal addresses the business objectives set forth
in the Request for Proposal. While the price is a key
consideration, this does not mean that the Assessor’s
Office will necessarily select the lowest bid; it will select
the bid that, after due and thorough evaluation, is
determined to most effectively meet the needs of the
Assessor’s Office for the best value.
