PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 25-0942-W-30B MOUNT HOPE WATER ASSOCIATION Rule 30B application to pass through increased costs of purchased water from the City of Buckhannon to the Association’s customers. NOTICE OF FILING NOTICE is hereby given that on November 6, 2025, the City of Buckhannon (City) adopted an ordinance which included a three-step increase. The City’s adopted rates Step 1, effective for service rendered on and after January 1, 2026, is an increased rate from $2.50 per 1,000 gallons to $3.01 per 1,000 gallons for resale customers. The City’s adopted rates Step 2, effective for service rendered on and after January 1, 2027, is an increased rate from $2.50 per 1,000 gallons to $3.53 per 1,000 gallons for resale customers. The City’s adopted rates Step 3, effective for service rendered on and after January 1, 2028, is an increased rate from $2.50 per 1,000 gallons to $4.05 per 1,000 gallons for resale customers. The Mount Hope Water Association (Association) filed for increased rates to recover the increased cost of purchased water. Commission Staff reviewed the Association’s application and recommended that recovering the City’s increase will require an increase in the Association’s rates of $0.78 per thousand gallons under Step 1, $1.57 under Step 2, and $2.36 under Step 3. By Order issued December 23, 2025, the Commission approved the Staff Recommended Rates on an interim basis, for all service rendered on and after January 1, 2026. The average monthly bill for the Association customers under Step 1 will be changed as follows over current rates: $ Increase % Increase Residential $2.42 5.25% Commercial $5.38 5.30% The average monthly bill for the Association customers under Step 2 will be changed as follows over current rates: $ Increase % Increase Residential $4.87 10.57% Commercial $10.83 10.66% The average monthly bill for the Association customers under Step 3 will be changed as follows over current rates: $ Increase % Increase Residential $7.32 15.88% Commercial $16.29 16.03% The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost for water purchased by the utility. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless such date is modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention.
