Request for Bids Environmental Credits John C. Allen Regional Hub Project The Upshur County Commission (UCC) is seeking to procure mitigation credits to offset stream and wetland impacts for proposed John C. Allen Regional Hub, which is located near the City of Buckhannon in Upshur County, West Virginia (WV), and located in the Tygart Valley watershed (HUC 8: 05020001). The specific procurement involves purchasing 210.40 stream mitigation credits and 0.098 wetland mitigation credits from an approved mitigation bank. All credits shall be approved and ready for release by the Army Corps of Engineers. Vendors must possess valid state and/or federal mitigation banking permits, with credits acceptable to regulatory agencies including the WV Department of Environmental Protection, WV Division of Natural Resources, and United States Army Corps of Engineers. The amounts of stream and wetland mitigation credits needed were calculated using the Stream and Wetland Valuation Metric (SWVM), and the WV Wetland Rapid Assessment Method (WVWRAM) was incorporated in the SWVM calculations for the wetland impacts. If no mitigation credits are available from an approved provider within the Tygart Valley watershed (HUC 8: 05020001), credits located within the secondary service area may be accepted. All bidders must clearly state whether the credits being offered are located within the primary service area or secondary service area. The UCC will be purchasing credits from the lowest bidder or combination of bidders to meet project needs. Vendors must provide current credit ledgers and permits, and the solicitation is structured as a 3-month term contract with no guaranteed quantity of mitigation credits. Any and all sealed bids must be received no later than 4 p.m. on Wednesday, February 4, 2026 at the following address: Office of the Upshur County Commission Sealed Bid – Environmental Credits 91 W Main Street, Suite 101 Buckhannon, WV 26201 Sealed bids received by the above deadline will be opened, reviewed, and read aloud by the Upshur County Commission at 9:15 a.m. on Thursday, February 5, 2026. The Upshur County Commission reserves the right to reject any and all bids, in whole or in part, and waive any informality during the bidding process. This project is partially funded by the Economic Enhancement Grant Fund.
