PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 25-0723-PWD-19A PRESTON COUNTY PUBLIC SERVICE DISTRICT NO. 1 NOTICE OF STAFF-RECOMMENDED RATES On August 12, 2025, Preston County Public Service District No. 1 of Arthurdale, Preston County, West Virginia, filed with the Public Service Commission an Application requesting increased rates and charges for furnishing public water service to approximately 1,540 customers in Preston County, West Virginia. The Staff of the Public Service Commission has reviewed the District’s rate increase application and recommended a rate increase that will become effective for all water service rendered on and after the date of the Public Service Commission’s final order in this case. The Staff Recommended Rates are designed to produce approximately $19,859 in additional revenue annually for the District, an overall increase of 1.34% over current rates. Under the Staff-Recommended Rates, the monthly bill for the District’s residential customer with an average monthly usage of 3,000 gallons will experience an increase of $0.78 per month or 1.37% over current rates. The District’s commercial customers at the average monthly usage of 7,400 gallons will experience an increase of $1.62 per month, or 1.34% over current rates. The monthly bill for an industrial customer served by the District, at the average usage of 78,200 gallons per month will increase by $9.38 or 1.33% over current rates. Box 812, 201 Brooks Street, Charleston, West Virginia 25323, or hand-delivered to the Public Service Commission. To help the Commission determine the justification for additional review and investigation, protests must be specific as to reasons that the changed rates and charges should be modified.
