The Wheeling Park Commission, a Municipal Park System located in Wheeling, West Virginia, will receive Sealed Bids for the construction of the Wheeling Park Ice Rink Ice Rink Floor Replacement Project at the office of Wheeling Park in the White Palace Building, 1801 National Road, Wheeling, WV 26003 until 2:00 pm local time on Tuesday, January 21, 2020, at which time the Bids received will be publicly opened and read for furnishing all labor, materials, and all else necessary for the following:
Ice Rink Floor Replacement
Work generally consists of removing the existing concrete ice rink floor, dasher board system, header piping system and perimeter concrete; constructing a new concrete ice rink floor; new transmission mains; new header system, new perimeter concrete and new dasher board system and connecting to the new ice rink floor to the existing refrigeration system. Work includes demolition, excavation, concrete, piping, insulation, pump modifications, controls, electrical, and related items.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with alternate bid items as indicated in the Bid Form.

A pre-bid conference will be held at 1:00 pm local time on Monday January 6, 2020 at the Wheeling Park White Palace and the Ice Rink at 1801 National Road, Wheeling WV 26003. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid Security in the amount of 5 percent of the amount of the Bid must accompany each Bid in accordance with the Instructions to Bidders.
The Park Commission reserves the right to retain the deposits of the 3 lowest Bidders for a period not to exceed 60 days after the date and time set for the Opening of Bids. No Bids may be withdrawn for a period of 60 days after the date and time set for the Opening of Bids.
The Park Commission reserves the right to reject any and all Bids, to waive irregularities and informalities therein, and further reserves the right to award the Contract in the best interests of the Park Commission.
