CLARKSBURG WATER BOARD HARRISON COUNTY, WEST VIRGINIA ADVERTISEMENT FOR BIDS Chiller Unit Replacement Project SCOPE OF WORK The Clarksburg Water Board invites qualified contractors to submit sealed bids for the Chiller Unit Replacement Project at the Clarksburg Water Board Water Treatment Plant, located at 1001 South Chestnut Street, Clarksburg, Harrison County, West Virginia 26301. The scope of work consists of the removal and proper disposal of the existing chiller unit and the supply, installation, and commissioning of a new chiller unit to serve the Water Treatment Plant. All work shall comply with the specifications and requirements set forth in the project documents. The selected contractor shall be responsible for all associated labor, materials, equipment, and permits necessary for a complete and operational installation. The project is expected to commence as soon as practicable following award, with materials ordered promptly and on-site work beginning upon delivery. BIDDING DOCUMENTS Interested bidders are required to contact Tom Brown, Staff Engineer, at [email protected] or (304) 677-1132 to obtain electronic copies of the bid documents at no charge. Printed copies of the bid packet are available for public inspection and may be secured at the Clarksburg Water Board Office, 1001 South Chestnut Street, Clarksburg, Harrison County, West Virginia 26301, for a non-refundable fee of $20.00. Bidders are strongly encouraged to review all project specifications and related documents to ensure a comprehensive understanding of the project requirements. PREPARATION AND SUBMISSION OF BIDS Sealed bids will be received by the Clarksburg Water Board, until 10:00 A.M. (local prevailing time) on Tuesday, February 24, 2026. Each bid must be clearly marked with the name and address of the bidder, along with the following designation: BID FOR CHILLER UNIT REPLACEMENT PROJECT. Bids received after the stated deadline will be returned unopened. A mandatory pre-bid meeting is scheduled for Tuesday, February 10, 2026, at 10:00 A.M. (local prevailing time) in the Clarksburg Water Board Meeting Room, 1001 South Chestnut Street, Clarksburg, Harrison County, West Virginia 26301. All submitted bids will be publicly opened and read aloud at 10:01 A.M. (local prevailing time) on Tuesday, February 24, 2026, at the same location. Each bid must be accompanied by a certified check or bid bond, made payable to the Clarksburg Water Board, in an amount equal to five percent (5%) of the total bid proposal. Bid security for unsuccessful bidders will be returned within ten (10) days following the opening of bids. The successful bidder’s bid security will be retained until execution of a surety bond for performance of the contract. Failure to provide a surety bond within ten (10) days of contract award will result in forfeiture of the bid security. ADDITIONAL INFORMATION The successful contractor will be required to furnish proof of a current West Virginia Contractor’s License, a valid City of Clarksburg Business License, and an affidavit certifying compliance with all applicable Equal Employment Opportunity laws and regulations. Contractors must comply with all relevant federal, state, and local laws and regulations, including those pertaining to Equal Employment Opportunity. No bidder may withdraw their bid within thirty (30) days following the bid opening. The final Notice of Award shall be issued within thirty (30) days following the opening of bids. Bidders are advised to carefully review all project documents, specifications, and site conditions, and to fully inform themselves regarding all aspects and requirements of the work. The Clarksburg Water Board reserves the right to reject any or all proposals and to waive technical errors or irregularities when, in its judgment, such action will serve the best interests of the Board. The Board will provide full opportunity for disadvantaged business enterprises to submit a statement of interest in response to this invitation and will not discriminate against any firm or individual on the basis of race, creed, color, sex, age, disability, or national origin in the contract award process. To operate and maintain an existing 0.25 million gallons per day wastewater collection and a sequential batch reactor (SBR) treatment system serving approximately 640 persons or equivalents in the vicinity of Route 8 (New Manchester) in the Hancock County Public Service District and its environs and discharge treated wastewater via Outlet No. 001 to Deep Gut Run approximately 0.14 miles from its mouth of the Ohio River. Also, to operate and maintain an existing wastewater collection system only. The system collects wastewater flows from the Route 30 Extension area of the Hancock County PSD and conveys the wastewater to the City of Chester wastewater collection and treatment system for ultimate treatment and discharge to the Ohio River. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. Tier 1 protection is afforded for all parameters of concern requiring that protection.
