Notice of Application
Notice is given that Ergon-West Virginia Inc. (EWVI) has applied to the West Virginia Department of Environmental Protection (WV DEP), Division of Air Quality (DAQ), for a Class IIAdministrative Update for a petroleum refinery located on 9995 Ohio River Blvd. in Newell, Hancock County, West Virginia. The application is for the installation of new railcar unloading spur. The latitude and longitude coordinates are:

Allowable pre-construction activities authorized under 45CSR13-5.1 will occur starting in February 2026. Rail spur construction is anticipated to start in June 2026 with operation targeted for March 2027. Written comments will be received by the WV DEP DAQ 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
