PUBLIC NOTICE OF AVAILABILITY Draft Environmental Assessment for the Expansions and Improvements at West Virginia Veterans Nursing Facility located in Clarksburg, West Virginia The U.S. Department of Veterans Affairs (VA) is announcing the availability of a Draft Environmental Assessment (DEA) for the potential issuance of a State Veterans Home Grant to the West Virginia Department of Veterans Assistance (WVDVA) for the purpose of expanding and improving the West Virginia Nursing Facility located at 1 Freedom Way, Clarksburg, WV. The expansions and improvements WVDVA are proposing would cover approximately 1.9 acres within the boundary of the West Virginia Veterans Nursing Facility and include a 3,390 square foot kitchen. The proposed kitchen will include offices, food and non-food storage rooms, and updated kitchen appliances. Improvements include upgrades to the air handler system and replacement of security cameras. Underutilized spaces will be converted into an on-premises laundry. The DEA has been prepared per provisions of the National Environmental Policy Act (NEPA, (Public Law 91-19042 U.S.C. 4321-4347, January 1, 1970), its associated amendments, and VA’s implementing regulations (38 CFR, Part 26). VA intends to issue a “Finding of No Significant Impact” (FONSI) following a 30-day comment period, providing there are no substantive comments that warrant further evaluation.
