To: John Wilbur Bowman, last known address of 615 East Main Street, Mannington, West Virginia.
The purpose of the above styled civil proceedings is for
the West Virginia Department of Human Services to
obtain a judicial decree finding that you have abused,
neglected and/or abandoned the child, A.B., born on
September 5, 2013. Take notice that these proceedings
may result in the permanent termination of your parental
rights to the child.
It appeared by an Affidavit filed in this matter on the 4th
day of February 2026 that Chelsea Rye is the mother of
the child and that John Wilbur Bowman is the father of
the child.
You are hereby ORDERED to appear in these
proceedings at a hearing scheduled on the 6th day of
March 2026, at 1:00 o’clock p.m., in the courtroom
located at the Wetzel County Courthouse, 200 Main
Street, New Martinsville, West Virginia, to protect and
defend your interests. If you do not appear, an Order
may be entered permanently terminating your parental
rights to the child, A.B.
A copy of the Third Amended Petition to Institute Child
Abuse and Neglect Proceedings and the Notice of
Termination of Parental Rights may be obtained at the
Wetzel County Circuit Clerk’s Office at 200 Main Street,
New Martinsville, West Virginia. In the event you are
unable to afford legal counsel to protect your interests,
Attorney Peter Kurelac has been appointed to represent
your interest.
