PUBLIC SERVICE COMMISSION OF WEST VIRGINIA, CHARLESTON CASE NO. 26-0016-PWD-30B ELKINS ROAD PUBLIC SERVICE DISTRICT Rule 30B application to pass through increase water costs from the City of Buckhannon to the District’s customers. NOTICE OF FILING NOTICE is hereby given that on November 6, 2025 the City of Buckhannon (City) adopted a Water Rate Ordinance which includes a three-step increase. The City’s adopted rates Step 1, effective for service rendered on and after January 1, 2026, is an increased rate from $2.50 per 1,000 gallons to $3.01 per 1,000 gallons for resale customers. The City’s adopted rates Step 2, effective for service rendered on and after January 1, 2027, is an increased rate from $2.50 per 1,000 gallons to $3.53 per 1,000 gallons for resale customers. The City’s adopted rates Step 3, effective for service on and after January 1, 2028, is an increased rate from $2.50 per 1,000 gallons to $4.04 per 1,000 gallons for resale customers. The Elkins Road Public Service District filed for increased rates to recover the increased cost of purchased water. Commission Staff reviewed the Public Service District’s application and recommended that recovering the City’s increase will require an increase in the Public Service District’s rates of $0.91 per 1,000 gallons under Step 1, $1.84 under Step 2, and $2.77 under Step 3. By Order issued on February 4, 2026, the Commission approved the Staff Recommended Rates on an interim basis, for all service rendered on and after January 1, 2026. STEP 1 RATES (Customers with metered water supply) First 3,000 gallons per month – $17.21 per 1,000 gallons Next 4,000 gallons per month – $16.48 per 1,000 gallons Next 5,000 gallons per month – $13.00 per 1,000 gallons All Over 12,000 gallons per month – $11.07 per 1,000 gallons MINIMUM CHARGE (No bill will be rendered for less than the following based on meter size: 5/8 inch meter – $45.24 per month 3/4 inch meter – $67.86 per month 1 inch meter – $113.10 per month 1 1/4 inch meter – $165.13 per month 1 1/2 inch meter – $226.20 per month 2 inch meter – $361.92 per month 3 inch meter – $723.84 per month 4 inch meter – $1,131.00 per month 6 inch meter – $2,262.00 per month 8 inch meter – $3,619.20 per month The above minimum charges are subject to an additional $2.13 per thousand gallons used per month. The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost for water purchased by the utility. Consequently, protest should be limited to the reasonableness of the cost offset and the method in which it was calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless such date is modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention.
