Public Notice

PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 25-0965-PWD-30B SHORT LINE PUBLIC SERVICE DISTRICT Rule 30B application to pass through increased purchased water costs from Clarksburg Water Board to the District’s water customers. NOTICE OF FILING NOTICE is hereby given that Short Line Public Service District (District), a public utility, filed a request to pass through increased purchased water costs from Clarksburg Water Board (Clarksburg) to the District’s customers. Clarksburg adopted an ordinance on September 24, 2025 which increased its rates and charges effective for all bills rendered on and after November 10, 2025. However, the ordinance does not set out an emergency for the rates to be effective on all bills rendered versus a services rendered basis. The resale rate is an increase of $0.12 or 3.09% and will raise the rate paid by the District from $3.88 per thousand gallons of usage to $4.00 per thousand gallons. Commission Staff reviewed the District’s application and recommended that the Commission approve Staff Recommended Step 1 rates effective on an interim basis for all service rendered on and after January 21, 2026, subject to refund. Staff Recommended Step 2 Rates will be effective for all service rendered upon certification of substantial completion of the project associated with Case No. 24-0562-PWD-42P or ninety (90) days in advance of the payment of debt service, whichever occurs first. By Order issued January 21, 2026, the Commission approved the Staff Recommended Rates on an interim basis, that increased rates by $0.12 per thousand gallons metered water usage. The Commission also approved the Staff proposed leak adjustment rate of $6.75 per thousand gallons of metered water usage. The average monthly bill under Step 1 will be changed as follows over current rates: Schedule I (with the exception of customers within the Jones Run area): $ Increase % Increase Residential $0.59 1.34% Commercial $0.59 1.34% Schedule II (customers within the Jones Run area): $ Increase % Increase Residential $0.60 1.24% Commercial $0.60 1.24% The average monthly bill under Staff Step 2 will be changed as follows over current rates: Schedule I (with the exception of customers within the Jones Run area): $ Increase % Increase Residential $0.59 1.11% Commercial $0.59 1.11% Schedule II (customers within the Jones Run area): $ Increase % Increase Residential $0.60 1.03% Commercial $0.60 1.03% The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost for water purchased by the utility. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention. All protests and interventions should be addressed to the Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, Charleston, WV 25323. SHORT LINE PUBLIC SERVICE DISTRICT
