REQUEST FOR PROPOSALS ARCHITECT-ENGINEER SERVICES DODDRIDGE COUNTY FAMILY RESOURCE NETWORK, INC INDOOR RECREATION CENTER RFP No.: 001 Issued By: Doddridge County Family Resource Network, Inc. Issue Date: February 6, 2026 Responses Due: March 6, 2026, 4:00pm Project Location: West Union / Doddridge County, West Virginia 1.0 GENERAL INFORMATION 1.1 Purpose The Doddridge County Family Resource Network, Inc. and Doddridge County Recreational Board is soliciting proposals from qualified Architect-Engineer (A/E) firms to provide professional services for the planning, design, permitting, and construction phases for the Doddridge County Indoor Recreation Center. The estimated construction cost for this project exceeds $250,000, and the selection process will be conducted in accordance with West Virginia State Code 5G-1 et seq., which requires qualifications-based selection of professional A/E services. 2.0 PROJECT DESCRIPTION 2.1 Background Currently, there is a lack of indoor spaces and public facilities for youth sports and adult recreational programs and fitness. This Request for Proposals (RFP) outlines the development of an indoor recreation center to be centrally located in Doddridge County, WV, to address these needs and to enhance the physical and mental well-being of community members of all ages. 2.2 Project Intent The intent of this project is to foster social interaction, increase physical activity, provide educational opportunities and promote healthy lifestyles, ultimately improving the quality of life for Doddridge County residents. 2.3 Scope of Project The project is anticipated to include, but is not limited to: Site evaluation and data collection Conceptual and preliminary design Final design and construction documents Regulatory agency coordination and permitting Bid-phase services Construction administration and observation 3.0 SCOPE OF PROFESSIONAL SERVICES The selected firm will be required to provide full A/E services, which may include the following phases. Engineering services will be authorized on a phase-by-phase basis. The Owner reserves the right to suspend or terminate the project at the completion of any phase, at its discretion, including to allow time for funding procurement. 3.1 Pre-Design / Planning Review existing data and conduct site reconnaissance Identify constraints and regulatory requirements Participate in project coordination meetings Develop conceptual alternatives and opinions of probable cost 3.2 Design Services Prepare preliminary and final design documents Prepare construction drawings and technical specifications Coordinate subconsultants as necessary Update opinions of probable construction cost 3.3 Permitting & Agency Coordination Coordinate with applicable state, federal, and local agencies Prepare permit applications and supporting documentation Respond to agency comments 3.4 Bidding & Procurement Support Assist with preparation of bid documents Respond to bidder questions and issue addenda Assist with bid evaluation and recommendation 3.5 Construction Phase Services Attend pre-construction conferences Provide construction observation and progress reporting Review shop drawings, submittals, and pay applications Respond to Requests for Information (RFIs) Assist with project closeout 4.0 PROCUREMENT METHOD Selection will be made in accordance with WV Code 5G-1-3, based on: Professional qualifications Specialized experience Technical competence Capacity to perform the work Past performance Price proposals shall not be submitted with the initial proposal. Following ranking, the top-ranked firm will be invited to negotiate a fair and reasonable fee. 5.0 PROPOSAL SUBMISSION REQUIREMENTS 5.1 Format Proposals shall be limited to 10 pages, excluding covers and resumes, and must include the following: A. Letter of Interest Signed by an authorized representative B. Firm Qualifications Firm background and years in business Office location(s) and WV presence C. Project Team Identification of project manager and key staff Resumes and relevant experience D. Relevant Project Experience At least three (3) similar projects Include owner references E. Project Understanding & Approach Understanding of project goals and constraints Proposed technical approach F.
