Sealed bids will be received by the Ohio County Commission, Suite 215, City County Building, 1500 Chapline Street, Wheeling, WV 26003, for the purchase of:
1) A digital and analog voice and data recorder to be installed in the EOC/911 Center. The recorder must be compatible with a P-25 Motorola UHF trunked Radio Switch as the West Virginia SIRN Zone #3 switch and a Motorola 800 mHz system. The recorder must be capable of Multi-channel recording, playback, and storage coming through the Motorola AIS over all radio system frequencies and talk groups. It must provide for investigation and analytics and provide mechanisms to measure, analyze, and document call taker performance. The recorder must be capable of recording all telephone lines of the EOC and the 911 Center. The recorder must be capable of interfacing with similar regional recorders to provide redundancy in recording capability.
2) The bid shall include installation, operation, and configuration of the recorder with Ohio County’s Motorola AIS Server. The bid shall be a turnkey system with collaboration with Motorola and Staley Communications of Wheeling, WV.
Bids will be received until 12:00 p.m. on Friday, February 6, 2015, at which time they will be publicly opened and read aloud.
Specifications may be obtained at the Office of the Ohio County Commission, Suite 215, City County Building, 1500 Chapline Street, Wheeling, WV 26003.
The Ohio County Commission reserves the right to waive any informality or irregularity in any and all bid guaranty, to reject any or all bids and to negotiate with the apparent qualified low bidder to such extent as may be necessary.
No bidder may withdraw their bid within 60 days after closing time.
