No.: WV0023302 Applicant: CLARKSBURG SANITARY BD 222 WEST MAIN ST CLARKSBURG, WV 26301 Location: CLARKSBURG, HARRISON COUNTY Latitude: 39:18:24 Longitude: 80:21:06 Receiving Stream: WEST FORK RIVER Activity: The West Virginia Environmental Quality Board (WVEQB) entered Order 25-06-EQB on the 15th day of January 2026 setting forth the Board’s ruling regarding appeal issues for WV/NPDES Permit No. WV0023302. This permit modification is being processed by the agency to make certain revisions to the permit. Specifically, Section F.3.a of the permit has been deleted and Section F.3.b of the permit has been revised regarding requirements for combined sewer overflow outlets. The permittee operates and maintains disposal systems, best management practices, and the nine (9) minimum controls for the direct discharge of sanitary wastewater and storm water from Combined Sewer Overflow (CSO) Outlet Nos. C002, C003, C004, C004B, C005, C006, C007, C008, C009, C010, C011, C012, C013, C014, C015, C016, C018, C069, C073, C077, C078, C081, and C082 to the West Fork River of the Monongahela River; and Outlet No. C017, C019, C020, C021, C022, C023, C025, C027, C028, C030, C033, C034, C036, C038, C040, C042, C044, C045, C046, C047, C049, C050, C051, C052, C053, C057, C060, C062, C064, C065, C067B, and C072 to Elk Creek of the West Fork River of the Monongahela River. These outlets discharge only when the hydraulic capacity of the collection system is exceeded during wet weather events. Tier 1 protection shall be afforded for the uses specified in 47 CSR 2 for the CSO outfalls through implementation of the facility’s Long-term Control Plan. Business conducted: Municipality. Implementation: Compliance with the Combined Sewer Overflows requirements shall be attained in accordance with the provisions of Administrative Order No. 8260, issued the 19th day of May 2015, and any amendments, thereto. On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
