REQUEST FOR PROFESSIONAL ENGINEERING SERVICES
The Town of Granville is accepting Statements of Qualifications from qualified engineering consulting firms detailing the firm’s qualifications, technical expertise, management and staffing capabilities, references, and prior experience for abandoned mine land reclamation projects at or near University Town Center and Emmett Drive. Professional services may include, but are not limited to, researching previous mining activities, development of opinions of probable cost, geotechnical engineering, surveying, civil engineering, assistance with and coordination of funding options, preliminary and final design plans, preparation of technical specifications, permitting/environmental consulting, contract/bidding documents, evaluation of bids, construction administration, construction observation services during construction and such other engineering/environmental services as may be necessary to complete the project.
Procurement of said services will be in accordance with Chapter 5G-1-3 of the WV Code. The goal of the competitive procurement process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and related prior experience will be weighed heavily. Interested firms must submit three (3) copies of all requested information to Mayor Patty Lewis, Town of Granville, 1245 Main Street, Granville, West Virginia 26534, no later than 2:00 p.m., April 8, 2026 in order to receive consideration. Please note that all interviews may be conducted by telephone. The Town of Granville reserves the right to reject any and all proposals.
Attention is directed to the fact that the proposed project and funding may be undertaken through various federal and/or state agencies, including the West Virginia Department of Environmental Protection and the Office of Surface Mining & Reclamation, and that all work will be performed in accordance with the regulations issued by these agencies and the State of West Virginia pertaining hereto. The selected firm will be required to comply with the applicable provisions of Title VI of the Civil Rights Act of 1964, Executive Order (E.O.) 14173, Conflict of Interest Statement and Access to Records provisions. Alternative Federal and State funding requirements may also apply. The Town of Granville will afford full opportunity for minority and women-owned business enterprises to submit a show of interest in response to the invitation and will not discriminate against any firm or individual on the grounds of race, creed, color, sex, age, handicap status or national origin in the contract award.
