Request for Proposal Splash Pad Turf
With Addendum
City of Bluefield, WV

The City of Bluefield, West Virginia is seeking responses to this Request for Proposals from interested parties for artificial turf within the Lotito Parks Splash Pad, in the town limits of Bluefield, Virginia. Turfs scope shall be as detailed below. Curbing would not be considered necessary since the fence remains. Splash Pad Turf Scope

Provide all labor, materials, equipment, and tools necessary for the complete installation of synthetic grass surface. The system shall consist of, but not necessarily be limited to, the following:

a)Synthetic grass consisting of fibers that are a minimum of 1.54 inch long. Turf fiber construction consisting of polyethylene monofilament and either texturized monofilament fibers tufted to a 2-layer stabilized woven polypropylene fabric (primary backing), with a non-urethane, 100% recyclable secondary backing (stitch binder) of DuraFlo. (XGrass synthetic turf or equivalent).
b)Synthetic Grass Infill, consisting of anti-microbial acrylic coated round silica particles, designed to provide the look, feel, and performance of optimally maintained natural grass. Envirofill or equivalent.

o Encompassing 3,702 SQFT outside the splash pad concrete, (see maps for details)
o Excavation 45 cubic yards of topsoil for an area that is approximately 3,702 sq ft around the splash pad
o Border installation against the perimeter and exterior perimeter of the splash pad
• 640 linear ft of border is needed
o 75-80 tons of 4” thick compacted and leveled aggregate
o 3702 sq ft Installation of two 15X100 ft and one 15X57 ft rolls of 4-color artificial turf or turf equivalent
• Fasten to the border
• Trim along the inner perimeter
• ½ lb. of infill per sq ft (see b) above)
o 10 loads of excess topsoil for disposal
o These are estimated quantities; actual measurements will need to be verified on site by bidder

ADDENDUM #1, issued April 8,2026: To broaden the options for a safe play area for the children and to reducemaintenance issues and wear to the filter system and ongoing cost of infill, we will accept as an equal alternate synthetic grass applied over rubber basemat (the same as playground poured in place surface) eliminating need for infill material, compacted base, 4 inches crushed stones with a 2-inch slope, basemat 1.25 inch and synthetic grass typical fiber length is 1.25 inch minimum. All other terms and conditions of the original RFP remain in full force and effect except as modified by this addendum or equivalent.

o Proposal Requirements:
• A list of similar projects and references
• Scope, Installation, and/or outline of work and time frame for completion
• Proposed total price for turf rolls and installation
• Submittal of material specifications and quantities.
• Green color, artificial turf for high traffic areas and provide proper drainage
• Highly recommended bidder schedules a visit to the location
• Antimicrobial shield or equivalent
• One year installation warranty
• Ten-year product warranty

ALL PROPOSALS MUST BE SEALED AND CLEARLY MARKED “SPLASH PAD TURF”, PROPOSALS MUST BE RECEIVED BY 2:00 P.M. LOCAL TIME AT CITY HALL, 200 ROGERS ST. BLUEFIELD, WV 24701, ON OR BEFORE MAY 1, 2026, AND SEALED BIDS WILL BE OPENED AT 10:00 A.M. ON MAY 4th 2026.

Faxed or emailed proposals cannot be accepted.

The City of Bluefield will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the contract award. The City of Bluefield reserves the right to contract with one firm (lowest responsible bidder) or the entire project or more than one firm for various components of the project, as the City deems to be in its best interest.
