EXCESS RENEWAL LEVY ORDER At a Regular Session of the County Commission of Taylor County, West Virginia, held in the Courthouse thereof, on the 16th day of December 2025, Commissioner Tony Veltri, Orville Wright, and Sam Gerkin being present, the following Order was made and entered. AN ORDER AUTHORIZING LEVY RENEWAL ELECTION UNDER PROVISIONS OF THE WEST VIRGINIA CODE 11-8-16 FOR THE TAYLOR COUNTY VOLUNTEER FIRE DEPARTMENT(S) BY THE COUNTY COMMISSION OF TAYLOR COUNTY, WEST VIRGINIA. NOTICE OF LEVY RENEWAL ELECTION TO BE HELD IN TAYLOR COUNTY, WEST VIRGINIA, ON MAY 12th 2026. An order authorizing a Levy Renewal Election under the provisions of West Virginia Code, Chapter 11, Article 8, Section 8, Section 16, to provide for the Continued Operation of the Taylor County Volunteer Fire Department(s). IT IS HEREBY ORDERED by the County Commission of Taylor County, West Virginia: Section 1: The County Commission of Taylor County, West Virginia, is of the opinion and does hereby find: (a) That the Taylor County Volunteer Fire Department(s) operated by each’s Board of Directors, is funded for operation in Taylor County, West Virginia, only in the amount to operate said fire department until June 30, 2028; and that said Taylor County Volunteer Fire Department(s) will likely not be funded from required local sources for operation in Taylor County, West Virginia, after June 30, 2028. (b) That for the existing Taylor County Volunteer Fire Department(s) to continue operation beyond June 30, 2028, additional revenues are needed. (c) That, for the good of the public welfare, it is necessary that a renewal levy be utilized to fund the operation of the Taylor County Volunteer Fire Department(s) in the future. Section 2: The purpose for which the levy funds are needed is to continue the operation of the Taylor County Volunteer Fire Department(s) in Taylor County, West Virginia, at a total cost of approximately $401,043 for the fiscal year and a total cost of approximately $2,005,219. Section 3: The total amount of funds needed for the purposes above stated is approximately $401,043 per year for five years. The funds will be used to provide for the continued operation of the Taylor County Volunteer Fire Department(s) in Taylor County, West Virginia. Section 4: The separate and aggregate assessed valuation of each class of taxable property within Taylor County, West Virginia, as shown by the latest assessment thereof for State, County, and City taxation, is as follows: Class II $ 507,830,707 Class III $585,069,430 Class IV $ 89,357,606 TOTAL $1,182,257,743 Section 5: The Proposed renewal rate of levy in cents on each One Hundred Dollar ($100.00) assessed valuation of taxable property in Taylor County, West Virginia, is as follows: Class I 1.08 cents Class II 2.16 cents Class III & IV 4.32 cents Section 6: The proposed years to which the additional levy shall apply are the three fiscal years beginning July 1, 2028, July 1, 2029, July 1, 2030, July 1, 2031, and July 1, 2032. Section 7: The Taylor County Commission shall not issue bonds. Section 8: The Question of laying such additional levy shall be submitted to the voters of Taylor County, West Virginia, in a Primary Election to be held in said County on the 12th day of May 2026, in accordance with the election laws of the State of West Virginia. Section 9: The registration of voters and the use of registration books will be governed by the permanent registration law of the State of West Virginia, and the registration list of Taylor County, West Virginia, as amended and corrected according to law, shall be the official registration list for such General Election. Section 10: The Notice calling such election shall be given by the publication of this Order as a Class II-0 legal advertisement in compliance with the provisions of the West Virginia Code, Chapter 59, Article 3, (1931 as amended) and shall be so published once a week for two (2) successive weeks within fourteen consecutive days next preceding the date of the election in one (1) newspaper in general circulation in Taylor County, West Virginia. Section 11: The term of the ballot for such action shall be as follows: SPECIAL LEVY ELECTION FOR FUNDS TO CONTINUE OPERATION OF THE TAYLOR COUNTY VOLUNTEER FIRE DEPARTMENTS(S) Special levy election to authorize continual funding for the fiscal year beginning July 1, 2028, July 1, 2029, July 1, 2030, July 1, 2031, and July 1, 2032; for the purpose of providing for the continued operation of the Taylor County Volunteer Fire Departments(s), according to the Order of the Taylor County Commission, adopted on the 16th day of December 2025. The funds raised will be used for general operating expenses, including matching funds as needed, and for equipment purchases. The Renewal Levy shall be on Class I Property 1.08 cents; Class II Property 2.16 cents, and on Class III and Class IV Property 4.32 cents per $100.00 valuation. ( ) Yes, for the Renewal Levy to maintain the operation of the Taylor County Volunteer Fire Department(s).
