EXCESS LEVY ORDER At a Regular Session of the County Commission of Taylor County, West Virginia, held in the Courthouse, thereof, on the December 16th, 2025 Commissioners Orville Wright, Sam Gerkin, and Tony Veltri being present, the following order was made and entered. AN ORDER AUTHORIZING LEVY RENEWAL/MODIFICATIONS ELECTION UNDER PROVISIONS OF WEST VIRGINA COD 11-8-16 FOR THE TAYLOR COUNTY EMERGENCY SQUAD AND FLEMINGTON AREA AMBULANCE SERVICE BY THE COUNTY COMMISION OF TAYLOR COUNTY, WEST VIRGINIA NOTICE OF LEVY RENEWAL/MODIFICATION SPECIAL ELECTION TO BE HELD IN TAYLOR COUNTY WEST VIRGINIA ON TUESDAY MAY 12, 2026. An Order Authorizing a Levy Renewal/Modification Election Under the Provisions of West Virginia Code, Chapter 11, Article 8, Section 16, to Provide the Continued Operations of the Taylor County Emergency Squad and Flemington Area Ambulance Service. IT IS HEREBY ORDERED by the County Commission of Taylor County West Virginia: Section 1: The County Commission of Taylor County, West Virginia, is of the opinion, and does hereby find: That for the good of public welfare, it is necessary that a levy be utilized to fund the operation of the Taylor County Emergency Squad and Flemington Area Ambulance Service in the future. Section 2: The purpose for which the levy funds are needed is to continue the operation of the Taylor County Emergency Squad at 65% and Flemington Area Ambulance service at 35% in Taylor County, West Virginia. Section 3: The total amount of funds needed for the purposes above stated is approximately $494,116.00 per year for 4 years. The funds will be used to provide continued operation solely of the Taylor County Emergency Squad and Flemington Area Ambulance Service, in Taylor County, West Virginia, total cost approximately $1,976,464.00 for four years. Any surplus funds received may be utilized for the same purposes during the fiscal year so received. The funds will be used towards operating and striving to provide the highest quality of emergency medical care. Both entities are dedicated to delivering and will aim to provide 24-hour emergency medical response coverage 365 days a year. If one of the two entities being funded no longer exists the collected funds will go to the remaining operating entity. If both entities no longer exist the collected funds will go towards a new entity that takes over providing emergency medical service for Taylor County until the next special election for the excess levy. In the event that any funds may be obtained from the United States of America, State of West Virginia, or any other legal source, by gift, grant, or otherwise, in aid of furtherance of the aforesaid purposes, the Taylor County Emergency Squad and Flemington Area Ambulance Service Board of Trustees shall be authorized to match such funds, if required by granting authority, from the proceeds of the increased levy. Section 4: The separate and aggregate assessed valuation of each class of taxable property within Taylor County, West Virginia, as shown by the latest assessment thereof the State, County and City taxation is as follows: Class II 507,830,707 Class III 585,09,430 Class IV 89,357,606 TOTAL 1,182,257,743 Section 5: the Proposed rate of levy in cents on each One Hundred Dollar ($100.00) assessed valuation of taxable property in Taylor County, West Virginia, is as follows: Class I 1.46 cents Class II 2.92 cents Class III & IV 5.84 cents The total amount of funds needed for the purposes above stated is approximately $494,116.00 per year for four years. The funds will be used to provide the continued operation solely of the Taylor County Emergency Squad and Flemington Area Ambulance Service, in Taylor County, West Virginia, total cost approximately $1,976,464.00 for four years. Section 6: The proposed years to which the additional levy shall apply are the four fiscal years beginning July 1, 2028, July 1,2029, July 1,2030 and July 1, 2031. Section 7: The Taylor County Commission shall not issue bonds. Section 8: The question of laying such levy shall be submitted to the voters of Taylor County, West Virginia, in a Primary Election to be held in said County on the 12th day of May, 2026, in accordance with the election laws of the State of West Virginia. Should the levy not secure approval in the Primary Election, it will be reviewed and reintroduced with a new levy order for voting during the General Election. Section 9: The registration of voters and the use of registration books will be governed by governed by the permanent registration law of the State of West Virginia, and the registration lists of Taylor County, West Virginia, as amended and corrected according to law, shall be official registration list for such General Election. Section 10: The Notice calling such special election shall be given by the publication of this Order as a Class II-O legal advertisement in compliance with the provisions of the West Virginia Code, Chapter 59, Article 3, (1931 as amended) and be so published once a week for two (2) successive weeks within fourteen consecutive days preceding the date of the election in one (1) newspaper of general circulation in Taylor County, West Virginia. Section 11: The form of the ballot for such action shall be as follows: Special Election for Renewal Excess Levy for Funds to Continue Operation of The Taylor County Emergency Squad and Flemington Area Ambulance Service Renewal levy election to authorize continual funding for the fiscal year beginning July 1,2028, July 1, 2029 July 1, 2030, July 12031 for the purpose of providing for the continued operation of the Taylor County Emergency Squad at 65% and Flemington Area Ambulance Service at 35%, according to the Order of the Taylor County Commission, adopted on the 16th day of December 2025 The funds raised will be used for general operating expenses. The Renewal Levy in cents for each $100 assessed Valuation shall be on Class I Property 1.46 cents: on Class II Property 2.92 cents and on Class III and IV Property 5.84 cents. The total amount of funds for the purposes above stated is approximately $494,116.00 per year for four years. The funds will be used to provide for continued operation of the Taylor County Emergency Squad and Flemington Area Ambulance Service, in Taylor County, West Virginia, total cost approximately $1,976,464.00 for four years.
