ORDER & NOTICE OF AN ELECTION FOR AN ADDITIONAL COUNTY COMMISSION LEVY TO THE VOTERS OF TAYLOR COUNTY At a meeting of the County Commission of the County of Taylor, State of West Virginia, held on the 16th day of December, 2025, as provided by law, the following order was made and entered of record, to-wit: WHEREAS, it is the duty of the County Commission to contribute funds, along with the Legislature and the Board of Education, to support Cooperative Extension work within the County, and WHEREAS, the County Commission believes that a well-funded and successful Cooperative Extension office is a vital part of the educational, cultural, health, and economic success of the County, and WHEREAS, the County Commission desires to supplement its normal annual appropriation from the General Fund by providing funds over and above this amount to support the Cooperative Extension Service, while reserving to itself the right to increase the appropriation from the General Fund, and WHEREAS, by providing additional support to the Cooperative Extension Service, the County will be able to utilize the resources of West Virginia University and the national Cooperative Extension System to make an even greater local impact to 4-H Youth Development; Agriculture & Natural Resources; Families; Public Health; Consumer Sciences; and Community & Economic Development, and WHEREAS, the County Commission desires to provide ample support necessary so that the Cooperative Extension Service can assist as many citizens of the County as possible, and fully carry forth its mission under Chapter 19, Article 8 of the Code of West Virginia, 1931, as amended, and WHEREAS, the County Commission of Taylor County, being of the opinion that the maximum levies for current expenses authorized by Chapter 11, Article 8 of the Code of West Virginia, 1931, as amended, will not provide sufficient funds for the payment of current expenses of Taylor County, including expenditures for support of 4-H and the Cooperative Extension Service hereinafter set forth, and that an election should be held to increase such levies under the provisions of Chapter 11, Article, 8, Section 16 of the Code, as amended, therefore be it hereby ordered: 1. That the purpose for which the additional funds are needed are: Educational Programs, Supplies, Materials, Equipment, Program Travel and Facility Fees approximately $31,483 annually in the following areas: 4-H programs – $26,483 Agriculture and Gardening programs – $2,000 Food Safety/Preservation, Health and safety programs – $2,000 Community Development programs $1,000 Personnel Salary, Benefits, and Travel, approximately $36,100 annually Supplementary salary and benefits for Secretarial position – $4,000 Supplementary salary and benefits for Program Assistant position – $29,100 Travel and professional development for personnel – $3,000 If for any reason all of the funds hereinabove allocated for the above enumerated purposes is not used for such purpose in any of five (5) fiscal years, the unused portion of such funds shall be expended for general office supplies, office technology, copier services, utilities, personnel salary, fringe, travel, educational program supplies, materials, and equipment. Whereas, the County Commission of Taylor County shall not match any salary/wage increases paid for by levy funds, should said levy or the like ever fail to be renewed. 2. That the approximate annual amount for this purpose after a nine percent (9%) allowance for tax discounts, delinquencies, exonerations, and uncollectable taxes is: $67,583. 3. That the total approximate amount for said purpose during the term of the levy is: $337,915. 4. That the separate and aggregate assessed valuation of each class of taxable property within Taylor County is: Class I $507,830,707 Class II $585,069,430 Class III $0 Class IV $89,357,606 TOTAL $1,182,257,430 5. That the proposed additional rate of levy in cents per one hundred dollars of assessed valuation on each class of property is: Class I 0.20 cents Class II 0.40 cents Class III 0.80 cents Class IV 0.80 cents However the County Commission of Taylor County shall reserve the right and authority to reduce the rates of the excess levy if increases in assessed valuations produce funds beyond the projected needs in any year specified in the levy call. 6. That the proposed years to which the additional levy shall apply are the fiscal years beginning July 1, 2027; July 1, 2028; July 1, 2029; July 1, 2030; and July 1, 2031. 7. That upon approval of the proposed increased levy the County Commission will not issue bonds as provided in Chapter 11, Article 8, Section 16 of the Code of West Virginia. 8. That the question of such additional levy shall be submitted to a vote at the primary election to be held on the 12th day of May, 2026. 9. That notice calling such election shall be given by the publication of this Order in its entirety at least once each week for two successive weeks next preceding said election in two newspapers of opposite politics and of general circulation in the territory in Taylor County, or if there is only one newspaper published in the county, said publication shall be made therein. All of the provisions of the law concerning general elections shall apply so far as they are practicable. 10. That the ballot to be used at such election shall be in the following form: TAYLOR COUNTY COMMISSION SPECIAL ELECTION TO AUTHORIZE ADDITIONAL LEVY 4-H Youth Development and Extension Service (May 12, 2026) A special election to authorize additional levies for the fiscal years beginning July 1, 2027; July 1, 2028; July 1, 2029; July 1, 2030; and July 1, 2031 for additional support of the county 4-H Youth Development; Agriculture & Natural Resources; Families & Community Development programs, and local administration, of the Cooperative Extension Service in the amount of $67,583 annually and $337,915 during the term of the levy; according to the Order of the County Commission of Taylor County entered on the 16th day of December, 2025. Levy funds shall be used for supplies, materials, equipment, facility fees, personnel salaries, benefits, and travel.
