Introduction The Doddridge County Economic Development Authority (DCEDA) is seeking requests for expressions of interest from qualified architectural and engineering (A/E) firms to provide professional design services for the development of a 25,000 square foot outpatient medical facility located in Doddridge County, WV. The selected firm will provide comprehensive planning, architectural design, engineering, and construction administration services required to design and support the construction of the facility. 2. Project Overview The proposed project consists of the design and development of a 25,000 square foot outpatient medical facility intended to support a range of healthcare services. The facility will be designed to: Support modern healthcare delivery and patient flow Comply with all applicable healthcare building codes and regulatory requirements Provide flexible clinical spaces Incorporate energy-efficient systems Support future expansion where feasible The facility may include, but is not limited to: Patient examination rooms Procedure rooms Diagnostic imaging areas Laboratory space Administrative offices Waiting and reception areas Staff support spaces Medical records and IT infrastructure Mechanical, electrical, and plumbing systems Parking and site improvements 3. Scope of Services The selected firm will provide full architectural and engineering services, including but not limited to: 3.1 Pre-Design Services Project programming and space planning Site evaluation and feasibility analysis Code and regulatory review Preliminary cost estimates Stakeholder meetings and coordination Development of conceptual layouts 3.2 Schematic Design Preparation of schematic floor plans and site plans Development of conceptual building systems Preliminary structural, mechanical, electrical, and plumbing concepts Initial cost opinion 3.3 Design Development Detailed architectural design Structural engineering Mechanical, electrical, plumbing, and fire protection engineering Medical equipment planning coordination Updated cost estimate 3.4 Construction Documents Preparation of complete construction drawings and specifications Coordination across all disciplines Permitting documentation Compliance with all healthcare facility regulations 3.5 Bidding and Procurement Support Assistance with contractor procurement Responses to bidder questions Addenda preparation Bid evaluation support 3.6 Construction Administration Review of shop drawings and submittals Site visits and construction observation Response to RFIs Change order review Substantial completion and punch list review 4. Proposal Requirements Proposals should include the following: 5.1 Firm Information Firm name and address Year established Size of firm Office locations Description of firm capabilities 5.2 Qualifications, Experience and Past Performance All responses much include a statement of qualifications and performance data. The statement of qualifications and performance data may be presented through the information regarding the project team, relevant experience and project approach identified below. 5.3 Project Team Identify key personnel including: Project manager Lead architect Structural engineer Mechanical engineer Electrical engineer Civil engineer Medical facility design specialists Include resumes and relevant experience. 5.4 Relevant Experience Provide examples of similar healthcare or medical facility projects, including: Project name and location Size and scope Services provided Construction value Client reference information 5.5 Project Approach Describe: Understanding of the project Design approach for medical facilities Coordination methods among disciplines Quality control procedures Approach to cost management 5.6 Schedule Provide a proposed design schedule. 5.7 References Provide at least three client references for comparable projects. 6. Oral Presentations/Interviews DCEDA will conduct individual interviews with the three firms that are determined to be the most qualified to provide the required service. During oral presentations/interviews, firms may not alter or add to their submitted proposal, but only clarify information already submitted. 7. Form of Proposal, Evaluation and Award 7.1 Form of Proposal Responses should be prepared simply and economically, providing a straight-forward, concise description of the firm’s abilities to satisfy the requirements and goals and objectives of the EOI. Emphasis should be placed on completeness and clarity of content. The response sections should be labeled for ease of evaluation. 7.2 Responses Must Not Contain Price Information DCEDA shall select the most qualified response according to W. Va. Code 5G-1-3. In accordance with W. Va. Code requirements, no “price” or “fee” information is permitted in the EOI Response. 7.3 Evaluation and Award Process EOI Responses will be evaluated by a committee of comprised of three to five representatives of the agency initiating the request shall: 7.3.1 evaluate the statements of qualifications and performance data and other material submitted by the interested firms and select three firms which in their opinion are the best qualified to perform the desired service; 7.3.2 conduct interviews with each of the three firms selected; 7.3.3 rank the three selected firms in order of preference; and 7.3.4 commence scope of service and price negotiations with the highest qualified professional firm. If negotiations are successful, the contract documents will be considered for approval by the board of DCEDA. Once approved, a formal contract will be issued to the selected firm. Should DCEDA be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified at a fee determined to be fair and reasonable, DCEDA will then commence negotiations with the second most qualified firm, and so on, until an agreement is reached or the solicitation is cancelled. 7.4 Three Firm Evaluation Rankings The Committee will evaluate the three firms that have been determined most qualified to perform the desired service. The evaluation criteria are defined in the Proposal Requirements section and based on a 100-point total score. Points shall be assigned based upon the firm’s response to the evaluation criteria as follows: Criteria Weight Relevant healthcare facility experience 30% Qualifications of project team 25% Project approach and understanding 20% Interview 15% References 10% 8.
