No.: WV0028088 Applicant: WESTON, CITY OF 102 W 2ND STREET WESTON, WV 26452 Location: WESTON, LEWIS COUNTY Latitude: 39:04:15 Longitude: 80:27:41 Receiving Stream: WEST FORK RIVER Activity: To operate and maintain an existing 2.5 million gallons per day (MGD) combined sewer wastewater collection and treatment system and discharge treated wastewater via Outlet No. 001 to the West Fork River, approximately 67.2 miles from its mouth of the Monongahela River. Facilities are to serve approximately 3,800 customers or equivalents in the City of Weston, the communities of Homewood, Bendale, Deanville, Jordanville, Butchersville, Turnertown, an area east of Route 33, Jane Lew PSD, and environs. Additionally, to accept non-domestic wastewater from WVDOH District VII, Fresenius Medical Care, Schlumberger Oilfield Services, and Hardman Palleti Funeral Home for ultimate treatment and disposal via Outlet 001. Also, to operate and maintain disposal systems, best management practices, and the nine (9) minimum controls for the direct discharge of sanitary wastewater and storm water from Combined Sewer Overflow (CSO) Outlet Nos. C002 through C006 to West Fork River and Stonecoal Creek. These CSO outlets are permitted to discharge only when the hydraulic capacity of the collection system is exceeded during wet weather events. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. Tier 1 protection is provided for the discharge from Outlet 001 for the uses specified in 47 CSR 2, Section 6. Tier 1 protection shall be afforded for the discharges from CSO Outlets C002-C006 through implementation of the facility’s Long-Term Control Plan (LTCP). Compliance with the Combined Sewer Overflow terms and conditions of the permit shall be attained in accordance with the provisions of Administrative Order No. 5719, issued May 26, 2006, and any amendments, thereto. On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.
