NOTICE OF DISPLAY OF PLANS AND PUBLIC HEARING
OF THE FY 2026 ANNUAL ACTION PLAN
CITY OF MORGANTOWN, WEST VIRGINIA
Notice is hereby given that the City of Morgantown, Monongalia County, WV will hold a public hearing on Monday, May 11, 2026, at 10 a.m., prevailing time, in the conference room located at 430 Spruce Street, Morgantown, WV. The conference room and 430 Spruce Street are accessible to persons with physical disabilities. If special arrangements are needed to accommodate any persons with disabilities, those with hearing or vision impairments, or those with limited English proficiency, in order for them to participate in the public hearing, including translation services, please contact Ms. Robyn Hess, City Grant Writer, City of Morgantown, at (304) 284-7479, [email protected], to make those arrangements, or for persons who may have a hearing or speech impediment, please dial “7-1-1” for the TTY/TTD relay.
The purpose of the public hearing is to present the City of Morgantown’s FY 2026 Annual Action Plan for the use of Community Development Block Grant (CDBG) funds. The city intends to submit its FY 2026 Annual Action Plan in the amount of $460,878.00 to the U.S. Department of Housing and Urban Development (HUD) on or before Friday, June 5, 2026.
In order to obtain the view of residents, public agencies, and other interested parties, the City of Morgantown has placed its draft FY 2026 Annual Action Plan on public display for 30 days from Friday, April 24, 2026, through Monday, May 25, 2026, on the City of Morgantown website http://www.morgantownwv.gov/, as well as at the following locations: City of Morgantown, 430 Spruce Street, Morgantown, WV 26505; Morgantown City Library, 373 Spruce St, Morgantown, WV 26505; BOPARC Senior Center, 287 Eureka Dr, Morgantown, WV 26505; and, BOPARC Office, Marilla Park, Morgantown, WV 26505
Morgantown City Council is anticipated to consider at its regular meeting on Tuesday, June 2, 2026, the Resolution adopting the FY 2026 Annual Action Plan and authorizing its submission to HUD. The following CDBG activities are proposed for funding under the FY 2026 Annual Action Plan:

If the city undertakes an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG funds.
All interested residents are encouraged to attend this public hearing, and they will be given the opportunity to present oral or written testimony concerning the proposed use of Federal CDBG funds under the FY 2026 Annual Action Plan.
