NOTICE OF STAFF-RECOMMENDED RATES
On August 5, 2025, Marshall County Public Service District of Wheeling, Ohio County, West Virginia filed with the Public Service Commission an Application requesting increased rates and charges for furnishing public water service to approximately 1,445 customers in Ohio County, West Virginia.
The Staff of the Public Service Commission has reviewed the District’s rate increase application and recommended a rate increase that will become effective for all water service rendered on and after the date of the Public Service Commission’s final order in this case. The Staff Recommended Rates are designed to produce approximately $145,085 in additional revenue annually for the District, an overall increase of 19.52% over revenue and Cash Working Capital Reserve under the District’s current rates. Under the Staff-Recommended Rates, the monthly bill for the District’s residential customer with an average monthly usage of 3,400 gallons will experience an increase of $6.43 per month or 19.55% over current rates. The District’s commercial customers at the average monthly usage of 20,000 gallons will experience an increase of $34.01 per month, or 19.51% over current rates. The monthly bill for a 4-inch minimum at 69,750 gallons for Ohio County Public Service District will increase $143.25 or 19.55% over current rates.

RETURNED CHECK CHARGE (New Tariff provision)
A service charge equal to the actual to the actual bank fee assessed to the utility, or a
maximum of $25.00 will be imposed upon any customer whose check for payment of charges is returned by the bank due to insufficient funds.

Anyone desiring to protest the changed rates and charges must do so, in writing, within ten (10) days of the date of publication of this notice. All protests may be filed on line through the Commission website using the
“Submit a Comment” link or may be mailed to the Executive Secretary, Public Service
Commission of West Virginia, P.O. Box 812, 201 Brooks Street, Charleston, West Virginia 25323, or hand-delivered to the Public Service Commission. To help the Commission determine the justification for additional review and investigation, protests must be specific as to reasons that the changed rates and charges should be modified.
The Commission may adopt rates and charges which are the same as, greater than or less than the Staff-recommended rates and charges.
