The Town of Bramwell, West Virginia is soliciting Statements of Qualifications from qualified engineering firms to provide professional services for the dam breach (removal) and site reclamation of an existing municipal water impoundment dam. The selected firm will be responsible for ensuring that all work meets applicable West Virginia Department of Environmental Protection (WVDEP) requirements, as well as all relevant State and Federal regulations.
The consultant will work closely with the Town of Bramwell, Region I Planning and Development Council, WVDEP, and other project stakeholders throughout the duration of the project.
SCOPE OF SERVICES:
Professional services for the project shall include, but are not limited to, the following:
1. Preliminary assessment and inspection of the existing impoundment and dam structure;
2. Engineering analysis and development of alternatives for dam breach (removal) and site reclamation;
3. Preparation of design plans and specifications in accordance with all WVDEP, State, and Federal regulatory requirements;
4. Preparation and submission of all necessary permit applications, including WVDEP approvals;
5. Development of bidding and contract documents;
6. Assistance with bid evaluation and contractor selection;
7. Construction administration, including periodic inspection to ensure compliance with approved plans and specifications;
8. Environmental compliance monitoring during construction;
9. Preparation and delivery of final "As Built" drawings and data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata;
10.Coordination with regulatory agencies and funding partners as required;
11.Assistance with project reporting requirements, including documentation and reporting to funding agencies and regulatory entities;
12.Site grading and stabilization design following dam breach activities and site reclamation, including preparation of grading plans suitable for post-project land use, erosion and sediment control measures, and revegetation/restoration strategies.
PROCUREMENT:
Procurement of these services shall be conducted in accordance with West Virginia Code Chapter 5G and 2 CFR 200.
SUBMISSION REQUIREMENTS:
Firms interested in being considered for this project must submit a Statement of Qualifications that includes, at a minimum:
– Firm overview and relevant experience with dam removal/breach and environmental reclamation projects;
– Demonstrated experience with WVDEP permitting and regulatory compliance;
– Technical approach to dam breach (removal) and site restoration;
– Project team qualifications and staffing plan;
– References for similar completed projects;
– Any other information deemed relevant by the firm.

Please submit one (1) original, four (4) hard copies, and one (1) digital copy of all requested information to the Town of Bramwell, and one (1) electronic copy to Region I Planning and Development Council, no later than 4:00 p.m. on May 15, 2026.
